我國(guó)房地產(chǎn)宏觀調(diào)控政策與政府責(zé)任探析

【摘要】:1990年國(guó)務(wù)院頒布55號(hào)令,即《中華人民共和國(guó)城鎮(zhèn)土地使用權(quán)出讓和轉(zhuǎn)讓暫行條例》,標(biāo)志著我國(guó)房地產(chǎn)行業(yè)進(jìn)入快速發(fā)展階段。我國(guó)房地市場(chǎng)總體發(fā)展時(shí)間不長(zhǎng),,并且與其他國(guó)家的發(fā)展模式也不盡相同。世界發(fā)達(dá)國(guó)家在經(jīng)歷了長(zhǎng)期的發(fā)展過(guò)程后才形成了今天比較完善的房地產(chǎn)市場(chǎng),而我國(guó)的房地產(chǎn)市場(chǎng)發(fā)展則伴隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展和經(jīng)濟(jì)體制的轉(zhuǎn)軌。然而,我國(guó)的房地產(chǎn)市場(chǎng)在快速發(fā)展的過(guò)程中出現(xiàn)了較多問(wèn)題。因此,房地產(chǎn)調(diào)控政策在支持房地產(chǎn)市場(chǎng)發(fā)展、改善民生、平抑房?jī)r(jià)、促進(jìn)國(guó)民經(jīng)濟(jì)健康發(fā)展等方面應(yīng)當(dāng)發(fā)揮積極作用。政府作為房地產(chǎn)調(diào)控的主體,應(yīng)當(dāng)擔(dān)負(fù)起保障房地產(chǎn)市場(chǎng)平穩(wěn)發(fā)展的責(zé)任。本文以房地產(chǎn)宏觀調(diào)控政策為研究對(duì)象,采用理論分析與實(shí)證分析相結(jié)合的研究方法,并結(jié)合我國(guó)房地產(chǎn)行業(yè)特征以及我國(guó)目前對(duì)于房地產(chǎn)市場(chǎng)在宏觀調(diào)控戰(zhàn)略部署下的需求情況,研究我國(guó)房地產(chǎn)市場(chǎng)在國(guó)家宏觀調(diào)控政策的運(yùn)行過(guò)程,探討政府在房地產(chǎn)調(diào)控中的責(zé)任。 本文共分為五部分,第一部分為緒論,介紹了文章選題的背景、意義、相關(guān)文獻(xiàn)綜述及研究框架;第二部分對(duì)房地產(chǎn)調(diào)控政策的理論基礎(chǔ)進(jìn)行了分析;第三部分分析了國(guó)外一些國(guó)家房地產(chǎn)調(diào)控的措施和經(jīng)驗(yàn),對(duì)我國(guó)房地產(chǎn)調(diào)控的歷史進(jìn)行了總結(jié)和分析,并對(duì)我國(guó)房地產(chǎn)發(fā)展和調(diào)控所存在的不確定性進(jìn)行了梳理;第四部分探討了我國(guó)房地產(chǎn)調(diào)控中政府責(zé)任的實(shí)現(xiàn)路徑;第五部分為結(jié)論部分。
[Abstract]:In 1990 the State Council issued 55 orders, namely "People's Republic of China urban land use right transfer and transfer of the Provisional Regulations", marking China's real estate industry has entered a rapid development stage. The time the overall market development of China's real estate is not long, and the mode of development in other countries are not the same. The developed countries in the world has experienced a long development process before the formation of today's real estate market is relatively perfect, but our country real estate market development is accompanied by the transition of China's rapid economic development and the economic system. However, the real estate market of our country there are many problems in the process of rapid development. Therefore, the real estate control policies in support of the development of the real estate market, improve people's livelihood, stabilize prices, promote the healthy development of national economy should play a positive role. As a main body of real estate regulation of the government, should assume low-income housing. Production and stable development of the market responsibility. Based on the real estate macro-control policy as the research object, using the research methods of combining theoretical analysis and empirical analysis, combined with the characteristics of China's real estate industry and China's current demand for macro-control in the strategic deployment of the real estate market of China's real estate market in operation the process of the national macro-control policy, discuss the responsibility of the government in the real estate regulation.
This paper is divided into five parts, the first part is the introduction, introduces the background, significance, literature review and research framework; analyzed the theoretical foundation of the second part of the regulation on real estate policy; the third part analyzes the measures and experience of some foreign countries, the regulation of real estate, on China's real estate regulation history is summarized and analyzed, and on China's real estate development and regulation of the uncertainties carried out; the fourth part discusses the realization path of government responsibility in China's real estate regulation; the fifth part is conclusion.
