小城鎮(zhèn)房地產(chǎn)開(kāi)發(fā)績(jī)效評(píng)價(jià)體系研究

【摘要】:隨著我國(guó)進(jìn)入城市化進(jìn)程快速發(fā)展時(shí)期,小城鎮(zhèn)建設(shè)得到了迅速發(fā)展。與此同時(shí),作為小城鎮(zhèn)建設(shè)的新生事物小城鎮(zhèn)房地產(chǎn)開(kāi)發(fā)也應(yīng)運(yùn)而生,改善了農(nóng)村富余勞動(dòng)力轉(zhuǎn)移就業(yè),帶動(dòng)了諸多產(chǎn)業(yè)共同發(fā)展,提高了小城鎮(zhèn)人民的生活水平。在我國(guó)經(jīng)濟(jì)比較發(fā)達(dá)的東南沿海地區(qū),較早就出現(xiàn)了小城鎮(zhèn)房地產(chǎn)開(kāi)發(fā),經(jīng)過(guò)早期的摸索階段,房地產(chǎn)業(yè)發(fā)展得比較規(guī)范,有健全的行政管理體制和成熟的市場(chǎng)體制。但在中西部落后地區(qū),小城鎮(zhèn)經(jīng)濟(jì)過(guò)于依賴(lài)土地,地方政府紛紛將房地產(chǎn)作為支柱產(chǎn)業(yè),盲目發(fā)展,造成土地等資源浪費(fèi)嚴(yán)重、小城鎮(zhèn)規(guī)劃不合理、建筑住宅質(zhì)量差、建筑風(fēng)格單調(diào)等各種問(wèn)題,不利于地方經(jīng)濟(jì)發(fā)展,阻礙了新農(nóng)村建設(shè)前進(jìn)的腳步。小城鎮(zhèn)房地產(chǎn)開(kāi)發(fā)是新農(nóng)村建設(shè)和城鎮(zhèn)化的重要內(nèi)容,建立績(jī)效評(píng)價(jià)體系對(duì)小城鎮(zhèn)房地產(chǎn)開(kāi)發(fā)進(jìn)行績(jī)效評(píng)價(jià)可以系統(tǒng)的發(fā)現(xiàn)問(wèn)題,并為解決問(wèn)題提供參考依據(jù),從而提高對(duì)小城鎮(zhèn)房地產(chǎn)開(kāi)發(fā)的管理水平,使小城鎮(zhèn)房地產(chǎn)開(kāi)發(fā)健康持續(xù)的發(fā)展。 經(jīng)營(yíng)績(jī)效和行業(yè)績(jī)效已不能滿(mǎn)足對(duì)小城鎮(zhèn)整體房地產(chǎn)業(yè)的評(píng)價(jià),為了全面評(píng)價(jià)開(kāi)發(fā)績(jī)效,本文新增加了環(huán)境績(jī)效和民生績(jī)效兩個(gè)維度。本文首先借鑒房地產(chǎn)開(kāi)發(fā)企業(yè)績(jī)效評(píng)價(jià)指標(biāo)體系和房地產(chǎn)業(yè)績(jī)效評(píng)價(jià)指標(biāo)體系,設(shè)置經(jīng)營(yíng)績(jī)效和行業(yè)績(jī)效兩個(gè)維度,再根據(jù)小城鎮(zhèn)房地產(chǎn)開(kāi)發(fā)流程中的重要環(huán)節(jié)以及重要環(huán)節(jié)中所出現(xiàn)的問(wèn)題設(shè)置相應(yīng)的指標(biāo),并按照指標(biāo)的性質(zhì)進(jìn)行逐層歸類(lèi)形成環(huán)境績(jī)效和民生績(jī)效兩個(gè)維度,從而形成經(jīng)營(yíng)績(jī)效、行業(yè)績(jī)效、環(huán)境績(jī)效和民生績(jī)效四個(gè)維度的評(píng)價(jià)指標(biāo)體系;再利用層次分析法確定指標(biāo)的權(quán)重,利用灰色關(guān)聯(lián)度法確定具體指標(biāo)的關(guān)聯(lián)系數(shù);評(píng)價(jià)指標(biāo)體系、層次分析法和灰色關(guān)聯(lián)度法王者共同構(gòu)成本文的績(jī)效評(píng)價(jià)體系。 實(shí)證部分中,對(duì)南河鎮(zhèn)房地產(chǎn)開(kāi)發(fā)進(jìn)行了實(shí)地調(diào)研,并根據(jù)其特點(diǎn)選取相應(yīng)的指標(biāo)進(jìn)行評(píng)價(jià),評(píng)價(jià)結(jié)果得分較高,說(shuō)明發(fā)展得較好,希望能對(duì)其它小城鎮(zhèn)房地產(chǎn)開(kāi)發(fā)起到借鑒作用,同時(shí)也為小城鎮(zhèn)建設(shè)的政策制定提供依據(jù)。不僅要提高行業(yè)績(jī)效、環(huán)境績(jī)效和民生績(jī)效的權(quán)重,同時(shí)還要提高行業(yè)政策制定的科學(xué)性,提高環(huán)境問(wèn)題解決的全面性,提高民生問(wèn)題解決的及時(shí)性。房地產(chǎn)開(kāi)發(fā)是小城鎮(zhèn)建設(shè)中不可或缺的內(nèi)容,對(duì)小城鎮(zhèn)房地產(chǎn)開(kāi)發(fā)績(jī)效的研究可以作為新農(nóng)村建設(shè)理論和小城鎮(zhèn)建設(shè)理論的補(bǔ)充。
[Abstract]:With the rapid development of urbanization in our country, the construction of small towns has been developed rapidly. At the same time, the real estate development of small towns, as a new thing in the construction of small towns, has emerged as the times require, which has improved the transfer and employment of surplus rural labor. It has led to the common development of many industries and improved the living standards of the people in small towns. In the southeast coastal areas of China, where the economy is relatively developed, the real estate development of small towns appeared earlier, and after an early stage of exploration, The real estate industry has developed fairly well, with a sound administrative management system and a mature market system. But in the backward areas of the central and western regions, the economy of small towns is too dependent on land, and local governments have taken real estate as a pillar industry and blindly developed it. These problems, such as serious waste of land and other resources, unreasonable planning of small towns, poor quality of building houses and monotonous architectural styles, are not conducive to the development of the local economy. Small town real estate development is an important content of new rural construction and urbanization, the establishment of performance evaluation system for small town real estate development performance evaluation can be systematically found problems, It also provides the reference basis for solving the problem, so as to improve the management level of the real estate development in small towns and make the real estate development of small towns develop healthily and continuously. Management performance and industry performance can no longer meet the needs of the evaluation of the whole real estate industry in small towns. This paper adds two dimensions of environmental performance and people's livelihood performance. Firstly, this paper uses the performance evaluation index system of real estate development enterprises and real estate industry performance evaluation index system for reference, and sets up two dimensions of management performance and industry performance. Then according to the important links in the process of real estate development in small towns and the problems that appear in the important links, the corresponding indicators are set up, and according to the nature of the indicators, they are classified into two dimensions: environmental performance and people's livelihood performance. In order to form the evaluation index system of the four dimensions of business performance, industry performance, environmental performance and people's livelihood performance, the weight of the index is determined by AHP, and the correlation coefficient of the specific index is determined by the grey correlation degree method. The evaluation index system, analytic hierarchy process (AHP) and grey correlation method are the main parts of the performance evaluation system. In the empirical part, the real estate development in Nanhe Town is investigated on the spot, and the corresponding indicators are selected according to its characteristics. The evaluation result is high, which shows that the development is better. It is hoped that it can be used as a reference for the development of real estate in other small towns, and at the same time, it can also provide the basis for the policy making of the construction of small towns, not only to improve the weight of industry performance, environmental performance and people's livelihood performance. At the same time, it is also necessary to improve the scientific nature of industry policy formulation, to improve the comprehensiveness of solving environmental problems, and to improve the timeliness of solving livelihood problems. Real estate development is an indispensable content in the construction of small towns. The research on the real estate development performance of small towns can be used as a supplement to the new rural construction theory and the small town construction theory.
