【摘要】：近年來(lái),跨境貿(mào)易電子商務(wù)呈現(xiàn)爆炸式增長(zhǎng)的態(tài)勢(shì),越來(lái)越成為傳統(tǒng)外貿(mào)的重要補(bǔ)充和未來(lái)發(fā)展的的趨勢(shì),已成為全球范圍內(nèi)整合資源、搶占市場(chǎng)的重要手段。我國(guó)是兼有跨境貿(mào)易電子商務(wù)生產(chǎn)和消費(fèi)兩大市場(chǎng)的國(guó)家,面對(duì)快速發(fā)展的國(guó)際跨境電商,我國(guó)跨境電商也發(fā)展迅猛,2014年交易額達(dá)4.2萬(wàn)億元,占進(jìn)出口總額14.8%,同比增長(zhǎng)33.3%,增速遠(yuǎn)超同期外貿(mào)增速。據(jù)權(quán)威機(jī)構(gòu)預(yù)測(cè),到2015年底,我國(guó)跨境貿(mào)易電子商務(wù)交易額將占進(jìn)出口總值的16.9%,2016年預(yù)計(jì)將達(dá)到6.5萬(wàn)億人民幣,占進(jìn)出口總值的19%�？缇迟Q(mào)易電子商務(wù)的迅猛發(fā)展,對(duì)海關(guān)監(jiān)管提出了新的挑戰(zhàn)。海關(guān)作為我國(guó)進(jìn)出關(guān)境的監(jiān)督管理機(jī)關(guān),承擔(dān)著保衛(wèi)國(guó)家經(jīng)濟(jì)安全和維護(hù)國(guó)家進(jìn)出口貿(mào)易秩序的重要職責(zé),如何對(duì)于日益增長(zhǎng)的跨境貿(mào)易電子商務(wù)實(shí)施有效監(jiān)管,并促進(jìn)其健康發(fā)展,是擺在海關(guān)面前有待解決的問(wèn)題。該文對(duì)我國(guó)跨境貿(mào)易電子商務(wù)發(fā)展現(xiàn)狀和趨勢(shì)、試點(diǎn)情況進(jìn)行了闡述,根據(jù)海關(guān)稅收、企業(yè)管理、風(fēng)險(xiǎn)管理等理論,并對(duì)西方發(fā)達(dá)國(guó)家的管理經(jīng)驗(yàn)梳理總結(jié)的基礎(chǔ)上,就海關(guān)如何加強(qiáng)跨境貿(mào)易電子商務(wù)監(jiān)管進(jìn)行了分析,結(jié)合我國(guó)跨境貿(mào)易電子商務(wù)發(fā)展特點(diǎn),提出了一系列意見(jiàn)和建議。本文首先闡述了跨境貿(mào)易電子商務(wù)的基本理論和我國(guó)海關(guān)監(jiān)管的監(jiān)管方式和特點(diǎn);其次分析了我國(guó)海關(guān)在跨境貿(mào)易電子商務(wù)監(jiān)管存在的不足和問(wèn)題;第三,梳理了發(fā)達(dá)國(guó)家對(duì)跨境貿(mào)易電子商務(wù)監(jiān)管特點(diǎn)及措施;最后,提出為促進(jìn)我國(guó)跨境電商的良性發(fā)展,海關(guān)在政策法規(guī)、通關(guān)管理、稅收征管、企業(yè)管理、后續(xù)稽查、風(fēng)險(xiǎn)防控、平臺(tái)建設(shè)等方面應(yīng)采取措施的建議。
[Abstract]:In recent years, cross-border trade e-commerce has shown an explosive growth trend, which has become an important supplement to traditional foreign trade and the trend of future development. It has become an important means of integrating resources and seizing the market around the world. China is a country with both cross-border trade and e-commerce production and consumption markets. In the face of the rapid development of international cross-border e-commerce, China's cross-border e-commerce has also developed rapidly. In 2014, the volume of transactions reached 4.2 trillion yuan, accounting for 14.8 percent of the total import and export volume. Year-on-year growth of 33.3%, much faster than the growth rate of foreign trade in the same period. China's cross-border e-commerce transactions will account for 16.9 percent of the total value of imports and exports by the end of 2015, and are expected to reach 6.5 trillion yuan in 2016, accounting for 19 percent of the total value of imports and exports, according to forecasts by authorities. The rapid development of cross-border trade e-commerce brings new challenges to customs supervision. As the supervision and administration organ of our country's entry and exit customs, customs bears the important responsibility of safeguarding the national economic security and maintaining the order of the state's import and export trade, and how to implement effective supervision over the increasing cross-border trade and electronic commerce. And promote its healthy development, is put in front of the customs to solve the problem. Based on the theories of customs tax, enterprise management and risk management, and on the basis of summarizing the management experience of western developed countries, this paper expounds the current situation and trend of e-commerce development in China's cross-border trade, as well as the pilot situation. This paper analyzes on how to strengthen the supervision of electronic commerce in cross-border trade by customs, and puts forward a series of suggestions and suggestions in the light of the development characteristics of electronic commerce in cross-border trade in China. This paper firstly expounds the basic theory of cross-border trade e-commerce and the supervision mode and characteristics of China's customs supervision, then analyzes the shortcomings and problems of China's customs in the supervision of cross-border trade e-commerce. Third, combs the developed countries to cross-border trade electronic commerce supervision characteristic and the measure; Finally, in order to promote the healthy development of cross-border e-commerce in China, some suggestions should be taken by customs in the aspects of policies and regulations, customs clearance management, tax collection and management, enterprise management, follow-up inspection, risk prevention and control, platform construction and so on.
