【摘要】：在全球化、信息化的背景下,隨著生物科學技術(shù)的不斷進步,生物制藥產(chǎn)業(yè)經(jīng)歷了從孕育、結(jié)網(wǎng)、成長到發(fā)展的過程,逐步從“封閉式”創(chuàng)新的發(fā)展模式向“開方式”創(chuàng)新的發(fā)展模式轉(zhuǎn)變。作為開放式創(chuàng)新活動的實踐,產(chǎn)學研合作創(chuàng)新逐漸得到了產(chǎn)業(yè)界、學術(shù)界和政府的高度重視,對于提高企業(yè)的自主創(chuàng)新能力與產(chǎn)業(yè)競爭能力都產(chǎn)生了巨大的作用。生物制藥產(chǎn)業(yè)作為云南省的戰(zhàn)略性新興產(chǎn)業(yè),近幾年已取得了蓬勃的發(fā)展,但從整個產(chǎn)業(yè)來看,云南生物制藥產(chǎn)業(yè)的技術(shù)創(chuàng)新模式仍是封閉的,利用外部資源的能力十分有限,制藥商與供應商的關(guān)系并非是開放式創(chuàng)新環(huán)境下的合作關(guān)系,而是保持著一種傳統(tǒng)的買賣關(guān)系,同時,企業(yè)、高校和科研機構(gòu)在文化認同、社會職責方面存在差異,使得產(chǎn)學研合作創(chuàng)新實踐中的機制與模式的構(gòu)建并不完善,加之技術(shù)創(chuàng)新的成果并不適應市場的需求,產(chǎn)業(yè)化水平比較低,使得當前產(chǎn)學研合作的成功率較低且效率低下。因此,本文以開放式創(chuàng)新為視角,綜合運用文獻研究法、比較研究法、案例研究法和博弈論研究方法,以云南白藥集團股份有限公司為案例開展研究工作。首先,對國內(nèi)外開放式創(chuàng)新和產(chǎn)學研合作的研究現(xiàn)狀進行有針對性的回顧與評述；然后,在對云南生物制藥產(chǎn)業(yè)發(fā)展現(xiàn)狀進行深入調(diào)查的基礎(chǔ)上,對云南生物制藥產(chǎn)業(yè)產(chǎn)學研合作的現(xiàn)狀進行分析并指出存在的問題；接著,針對目前云南生物制藥產(chǎn)業(yè)產(chǎn)學研合作存在的問題,構(gòu)建具有代表性的云南生物制藥產(chǎn)業(yè)產(chǎn)學研合作機制,分析云南生物制藥產(chǎn)業(yè)產(chǎn)學研合作的主要模式,建立云南生物制藥企業(yè)產(chǎn)學研合作創(chuàng)新的選擇博弈模型,并以云南白藥集團為案例,使理論與實踐相結(jié)合；最后,按照所提出的產(chǎn)學研合作機制與模式,提出對云南生物制藥產(chǎn)業(yè)產(chǎn)學研合作創(chuàng)新的對策與措施,為云南省政府、發(fā)改委等管理部門制定云南生物制藥產(chǎn)業(yè)的產(chǎn)學研合作政策提供理論依據(jù),以及具有可操作性的對策建議和措施。
[Abstract]:Under the background of globalization and informatization, with the continuous progress of biological science and technology, the biopharmaceutical industry has experienced a process from gestation, networking, growth to development. Gradually from the "closed" innovative development model to "open" innovative development model. As the practice of open innovation activities, industry-university-research cooperative innovation has gradually been attached great importance to by industry, academia and government, which has played a great role in improving the independent innovation ability and industrial competition ability of enterprises. As a strategic emerging industry in Yunnan Province, the biopharmaceutical industry has made vigorous development in recent years. However, from the perspective of the whole industry, the technological innovation mode of Yunnan biopharmaceutical industry is still closed, and its ability to utilize external resources is very limited. The relationship between pharmaceutical manufacturers and suppliers is not a cooperative relationship in an open innovation environment, but a traditional trading relationship. At the same time, there are differences in cultural identity and social responsibilities among enterprises, universities and scientific research institutions. It makes the construction of the mechanism and model in the practice of cooperation innovation of industry, college and research not perfect, and the achievements of technology innovation do not meet the needs of the market, and the industrialization level is relatively low, which makes the success rate and efficiency of the cooperation between industry, college and research low. Therefore, from the perspective of open innovation, this paper makes use of literature research method, comparative research method, case study method and game theory research method, and takes Yunnan Baiyao Group Co., Ltd as a case study. First of all, the research status of open innovation and industry-university-research cooperation at home and abroad is reviewed and reviewed, and then, on the basis of in-depth investigation of the current situation of bio-pharmaceutical industry in Yunnan, This paper analyzes the present situation of Yunnan Biopharmaceutical Industry, and points out the existing problems, and then, aiming at the existing problems of Yunnan Biopharmaceutical Industry, Constructing the representative cooperation mechanism of Yunnan biopharmaceutical industry, analyzing the main mode of Yunnan biopharmaceutical industry cooperation, and establishing the selection game model of Yunnan biopharmaceutical enterprises' cooperation innovation. Taking Yunnan Baiyao Group as an example, the theory and practice are combined. Finally, according to the proposed cooperation mechanism and mode of industry-university-research, the countermeasures and measures for the cooperation and innovation of Yunnan Biopharmaceutical Industry are put forward for the Yunnan Provincial Government. Development and Reform Commission and other administrative departments to formulate the Yunnan Biopharmaceutical Industry cooperation policy to provide theoretical basis, as well as operable countermeasures and measures.
