【摘要】：2009年被國務院確定為“中國服務外包示范城市”后,南昌市服務外包產(chǎn)業(yè)得到了更好、更快地發(fā)展。近年來,在企業(yè)數(shù)量、收入規(guī)模、從業(yè)人數(shù)、產(chǎn)業(yè)集聚等諸多方面,南昌市在全省占據(jù)絕對優(yōu)勢地位。全省90%的服務外包企業(yè)和合同收入集中在南昌,南昌成為江西省發(fā)展服務外包產(chǎn)業(yè)的絕對主戰(zhàn)場和主力軍,是引領全省服務外包產(chǎn)業(yè)的領頭羊。與此同時,南昌市以“先有人才,后有產(chǎn)業(yè)”為原則,依托先鋒、聯(lián)微、中興、泰豪等培訓機構,采取“政府資金支持、專業(yè)機構運作”的形式,展開服務外包專業(yè)人才的培養(yǎng)工作,收到了業(yè)界的肯定與好評,被譽為服務外包人才培養(yǎng)“南昌模式”,也成為南昌服務外包產(chǎn)業(yè)堅持特色化、差異化發(fā)展的突出特征和亮點。作者通過閱讀相關文獻,對服務外包競爭力影響因素和國內示范城市服務外包產(chǎn)業(yè)發(fā)展現(xiàn)狀等有了一定的了解,并在此基礎上重點研究南昌市服務外包服務外包產(chǎn)業(yè)的綜合競爭力。本文用比較優(yōu)勢理論、要素稟賦理論、合約理論以及產(chǎn)業(yè)競爭力鉆石模型對服務外包競爭力進行理論解釋,建立了城市服務外包產(chǎn)業(yè)競爭力分析框架,得出影響服務外包產(chǎn)業(yè)競爭力的六大因素。再對南昌市服務外包總體規(guī)模、結構和企業(yè)發(fā)展現(xiàn)狀三個方面詳細分析,總結出南昌市服務外包競爭力的五大不足。五大不足分別是:整體規(guī)模偏小;ITO業(yè)務占比大;缺少知名大型企業(yè);城市整體形象不強;復合型人才匱乏。之后對南昌市服務外包產(chǎn)業(yè)競爭力影響因素進行定性和定量分析。分析完南昌市服務外包產(chǎn)業(yè)的現(xiàn)狀及影響因素,將影響服務外包產(chǎn)業(yè)競爭力的六大影響因素量化為12個指標。利用因子分析法對全國19個城市的服務外包競爭力進行綜合打分。得出3個影響服務外包競爭力的綜合因子,分別是軟實力競爭力、基礎建設競爭力和產(chǎn)業(yè)聚集度。因子分析的結果顯示南昌市服務外包綜合競爭力在19個被比較城市中排名靠后。其中軟實力競爭力因子和基礎設施競爭力因子是南昌市服務外包的劣勢。最后論文根據(jù)實證分析結果,從政府和企業(yè)兩個層面對南昌市服務外包產(chǎn)業(yè)的發(fā)展提出建議。建議南昌市政府強化交通互聯(lián)網(wǎng)基礎設施建設;提高整體知識產(chǎn)權保護水平;發(fā)展服務外包優(yōu)勢企業(yè);完善南昌市服務外包官網(wǎng)平臺。建議服務外包企業(yè)充分利用相關服務外包發(fā)展的優(yōu)惠政策;加強人才引進并積極培養(yǎng)、留住人才。
[Abstract]:After being designated by the State Council in 2009 as the "model city of service outsourcing in China", the service outsourcing industry in Nanchang has developed better and faster. In recent years, Nanchang City occupies a dominant position in the province in many aspects, such as the number of enterprises, income scale, number of employees, industrial agglomeration and so on. 90% of the service outsourcing enterprises and contract revenue are concentrated in Nanchang. Nanchang has become the main battlefield and main force of Jiangxi service outsourcing industry and the leader of the service outsourcing industry in Jiangxi province. At the same time, Nanchang City, based on the principle of "having talent first, then industry", relying on the training institutions such as pioneer, Lianwei, ZTE and Taichang, adopted the form of "government financial support and operation of professional institutions." The training of service outsourcing professionals has been recognized and praised by the industry. It is known as the "Nanchang mode" of service outsourcing talents training, and it has become a prominent feature and bright spot of Nanchang service outsourcing industry. By reading the relevant literature, the author has a certain understanding of the influencing factors of service outsourcing competitiveness and the development status of service outsourcing industry in domestic demonstration cities. On this basis, the paper focuses on the comprehensive competitiveness of service outsourcing industry in Nanchang. This paper uses comparative advantage theory, factor endowment theory, contract theory and diamond model of industrial competitiveness to explain the competitiveness of service outsourcing, and establishes an analytical framework for the competitiveness of urban service outsourcing industry. Six factors affecting the competitiveness of service outsourcing industry are obtained. Then, the paper analyzes the overall scale, structure and current situation of service outsourcing in Nanchang city in detail, and summarizes the five shortcomings of the competitiveness of service outsourcing in Nanchang city. The five shortcomings are: the overall scale is small and ITO business accounts for a large proportion; the lack of well-known large enterprises; the overall image of the city is not strong; the lack of complex talent. After that, qualitative and quantitative analysis of factors affecting the competitiveness of service outsourcing industry in Nanchang City is carried out. After analyzing the present situation and influencing factors of service outsourcing industry in Nanchang City, the paper quantifies the six influencing factors of service outsourcing industry competitiveness into 12 indexes. Factor analysis was used to evaluate the competitiveness of service outsourcing in 19 cities in China. Three comprehensive factors affecting the competitiveness of service outsourcing are obtained, which are the competitiveness of soft power, the competitiveness of infrastructure construction and the degree of industrial agglomeration. The result of factor analysis shows that Nanchang's comprehensive competitiveness of service outsourcing is at the bottom of 19 comparative cities. Among them, soft power competitiveness factor and infrastructure competitiveness factor are the disadvantage of Nanchang service outsourcing. Finally, according to the results of empirical analysis, this paper puts forward some suggestions on the development of service outsourcing industry in Nanchang from the two levels of government and enterprise. It is suggested that Nanchang municipal government strengthen the construction of transportation Internet infrastructure, improve the overall level of intellectual property protection, develop superior enterprises of service outsourcing, and perfect the official platform of Nanchang service outsourcing. It is suggested that service outsourcing enterprises should make full use of the preferential policies for the development of related service outsourcing, strengthen the introduction of talents and actively train and retain talents.
