【摘要】：21世紀(jì)是全球經(jīng)濟(jì)飛速發(fā)展的新時代,在搭乘著經(jīng)濟(jì)向上發(fā)展的順風(fēng)車上,能源對人類社會生活以及經(jīng)濟(jì)的影響逐漸增大,并逐漸成為影響人類社會發(fā)展過程最為關(guān)鍵的一種資源。哈薩克斯坦自1992年作為一個獨立的國家進(jìn)入國家大舞臺之后,哈薩克斯坦在政治、經(jīng)濟(jì)以及社會方面都產(chǎn)生了很大的變化并得到了快速的發(fā)展。哈薩克斯坦富含石油、天然氣和煤炭資源是中亞地區(qū)主要的能源生產(chǎn)國。盡管哈薩克斯坦的諸多能源都非常豐富,但是隨著世界能源資源行業(yè)的爆炸式發(fā)展趨勢,哈薩克斯坦能源產(chǎn)業(yè)方面也面臨著諸多問題,例如石化產(chǎn)業(yè)創(chuàng)新能力不足;能源產(chǎn)業(yè)調(diào)整受客觀條件限制;突破低碳排放難關(guān),實現(xiàn)能源產(chǎn)業(yè)綠色發(fā)展;而風(fēng)能、水能等其他資源需要進(jìn)一步深入性的開發(fā)。結(jié)合以上狀況,本文擬對于哈薩克斯坦能源發(fā)展歷史背景、現(xiàn)狀進(jìn)行研究,再按照生態(tài)效率基本思想以及改進(jìn)的DEA模型方法,從經(jīng)濟(jì)、資源和環(huán)境三個方面建立投入、期望產(chǎn)出和非期望產(chǎn)出的評價指標(biāo)體系,實證研究哈薩克斯坦能源產(chǎn)業(yè)效率發(fā)展,在此基礎(chǔ)上提出相應(yīng)的政策建議。希望能夠為哈薩克斯坦能源產(chǎn)業(yè)的開發(fā)提供一定的參考。
[Abstract]:The 21st century is a new era of the rapid development of the global economy. In the ride of the upward economic development, the impact of energy on human social life and economy is gradually increasing. And gradually become the most critical resource to affect the development of human society. Since Kazakhstan entered the national stage as an independent country in 1992, Kazakhstan has experienced great changes and rapid development in political, economic and social fields. Kazakhstan is rich in oil, natural gas and coal is the main energy producer in Central Asia. Although many energy sources in Kazakhstan are very rich, along with the explosive development trend of energy resources industry in the world, Kazakhstan energy industry also faces many problems, such as insufficient innovation ability of petrochemical industry; The adjustment of energy industry is restricted by objective conditions; the difficulty of low carbon emission is overcome and the green development of energy industry is realized; while other resources such as wind energy and hydro energy need to be further developed. Combined with the above situation, this paper intends to study the historical background and present situation of energy development in Kazakhstan, and then, according to the basic idea of ecological efficiency and the improved DEA model method, establish the input from three aspects: economy, resources and environment. Based on the evaluation index system of expected output and non-expected output, this paper empirically studies the development of energy industry efficiency in Kazakhstan, and puts forward corresponding policy recommendations. Hope to be able to provide a certain reference for the development of energy industry in Kazakhstan.
