【摘要】：隨著我國經濟社會發(fā)展進入新常態(tài),高技術產業(yè)更加成為各地獲取競爭優(yōu)勢、促進經濟增長的重要引擎。在京津冀協(xié)同發(fā)展的國家戰(zhàn)略新定位下,促進三地間高技術產業(yè)協(xié)同發(fā)展,促成三地1+1+13的協(xié)同效應,不失為具有重要的戰(zhàn)略價值及其現實意義。在此過程中,政府的制度創(chuàng)新作用就顯得尤為重要。基于此,本研究以政府的制度創(chuàng)新為目標,以京津冀高技術產業(yè)協(xié)同發(fā)展為切入點,綜合運用制度創(chuàng)新、區(qū)域協(xié)同創(chuàng)新、SCP等理論,以京津冀高技術產業(yè)2005-2014十年的產業(yè)數據為依據,采用協(xié)同模型及因子分析法等,對京津冀高技術產業(yè)發(fā)展中的政府制度創(chuàng)新現狀進行了深入的剖析與實證性檢驗,從中發(fā)現京津冀政府制度創(chuàng)新尚存在合作機制不靈、融合效益不佳、協(xié)同效率不高、人才流動不暢等諸多問題,并對此提出了具有針對性、可操作的相關對策。京津冀高技術產業(yè)協(xié)同發(fā)展,是京津冀協(xié)同發(fā)展的重要組成部分,其對疏解北京的非首都功能、確立天津的全國先進制造研發(fā)基地、明確河北的產業(yè)轉型升級,均具有重要的戰(zhàn)略價值及其現實意義。故以此為切入點,深入探討和剖析在此過程中的政府制度創(chuàng)新,對進一步規(guī)范和提速京津冀協(xié)同發(fā)展,加速實現京津冀協(xié)同發(fā)展的新定位,不失為是一個有效途徑與必由之路,具有重要的現實意義及歷史意義,同時也對其他領域的加快縱深發(fā)展,也將起到有益的參考與借鑒作用。
[Abstract]:With the economic and social development of our country entering the new normal, high-tech industry has become an important engine to gain competitive advantage and promote economic growth.Under the new position of national strategy of Beijing, Tianjin and Hebei, it is of great strategic value and practical significance to promote the coordinated development of high-tech industry among the three places and to promote the synergy effect of the three places.In this process, the role of government system innovation is particularly important.Based on this, this research takes the government's institutional innovation as the goal, the Beijing-Tianjin-Hebei high-tech industry coordinated development as the breakthrough point, synthetically applies the system innovation, the regional coordinated innovation and so on the theory and so on SCP.Based on the industrial data of the Beijing, Tianjin and Hebei high-tech industries for the decade 2005-2014, this paper analyzes the current situation of government system innovation in the development of Beijing-Tianjin-Hebei high-tech industry by means of synergy model and factor analysis method, and makes a thorough analysis and empirical test on the status quo of government system innovation in the development of Beijing-Tianjin-Hebei high-tech industry.It is found that the system innovation of Beijing-Tianjin-Hebei government still has many problems, such as the cooperation mechanism is not effective, the integration benefit is not good, the coordination efficiency is not high, the talent flow is not smooth and so on, and puts forward some pertinent and operable countermeasures.The coordinated development of the Beijing-Tianjin-Hebei high-tech industry is an important part of the Beijing-Tianjin-Hebei coordinated development. It will help to unblock the non-capital functions of Beijing, establish a national advanced manufacturing and research and development base in Tianjin, and clarify the industrial transformation and upgrading in Hebei.Both have important strategic value and practical significance.So it is an effective way and only way to further standardize and speed up the coordinated development of Beijing-Tianjin-Hebei and accelerate the realization of the new positioning of the co-development of Beijing-Tianjin-Hebei.It has important practical and historical significance, and will also play a useful reference and reference role in speeding up the further development of other fields.
