大慶市服務(wù)外包產(chǎn)業(yè)帶動(dòng)就業(yè)的實(shí)證分析及對(duì)策研究

【摘要】:解決好就業(yè)問(wèn)題是完善社會(huì)保障體系的重要前提,大慶市作為資源型城市正面臨著經(jīng)濟(jì)結(jié)構(gòu)調(diào)整和產(chǎn)業(yè)轉(zhuǎn)型,而進(jìn)一步促進(jìn)就業(yè)是產(chǎn)業(yè)轉(zhuǎn)型的迫切需要,為了在經(jīng)濟(jì)結(jié)構(gòu)調(diào)整和產(chǎn)業(yè)轉(zhuǎn)型的過(guò)程中保證較高的就業(yè)率水平必須依賴服務(wù)外包產(chǎn)業(yè)的發(fā)展。目前,大慶市的就業(yè)問(wèn)題日益突出,傳統(tǒng)石油行業(yè)受到資源日漸匱乏的影響應(yīng)經(jīng)出現(xiàn)了疲態(tài),傳統(tǒng)行業(yè)提供的就業(yè)崗位數(shù)量與就業(yè)人數(shù)之間存在較大差距,無(wú)法滿足就業(yè)人口的工作需求。充分利用服務(wù)外包產(chǎn)業(yè)發(fā)展對(duì)就業(yè)的拉動(dòng)作用,是解決大慶市就業(yè)問(wèn)題的重要途徑之一。大慶市服務(wù)外包產(chǎn)業(yè)園在全國(guó)90個(gè)同類(lèi)園區(qū)評(píng)選中,連續(xù)兩年榮獲國(guó)家最具發(fā)展?jié)摿@區(qū)獎(jiǎng)。服務(wù)外包產(chǎn)業(yè)的發(fā)展為解決大慶市的就業(yè)問(wèn)題提供了一個(gè)新的方向,也成為一個(gè)有待研究、值得思考的經(jīng)典案例。 運(yùn)用比較優(yōu)勢(shì)理論、國(guó)際投資就業(yè)理論、產(chǎn)業(yè)—就業(yè)結(jié)構(gòu)理論,通過(guò)定性定量分析法,在充分了解了大慶市服務(wù)外包產(chǎn)業(yè)帶動(dòng)就業(yè)現(xiàn)狀的基礎(chǔ)上,分析了大慶市服務(wù)外包產(chǎn)業(yè)帶動(dòng)就業(yè)過(guò)程中存在的企業(yè)無(wú)法留住人才、缺乏高端人才和企業(yè)參與合作辦學(xué)熱情低的問(wèn)題以及企業(yè)內(nèi)部人才管理制度不合理、人才引進(jìn)機(jī)制不健全和校企合作式人才培養(yǎng)模式不完善的成因。進(jìn)而從服務(wù)外包產(chǎn)業(yè)園產(chǎn)值與就業(yè)人數(shù)的相關(guān)性入手,使用計(jì)量經(jīng)濟(jì)模型對(duì)2007-2013年大慶市服務(wù)外包產(chǎn)業(yè)的相關(guān)數(shù)據(jù)進(jìn)行實(shí)證研究,得出了大慶市服務(wù)外包產(chǎn)業(yè)以其規(guī)模的擴(kuò)大和產(chǎn)值的增長(zhǎng)可以長(zhǎng)期吸納勞動(dòng)力就業(yè)的基本結(jié)論。在深層剖析服務(wù)外包產(chǎn)值與就業(yè)人數(shù)的關(guān)系后,提出了大力發(fā)展企校合作式人才培養(yǎng)模式、構(gòu)建“產(chǎn)學(xué)研”三位一體格局,優(yōu)化企業(yè)內(nèi)部人才機(jī)制防止人才流失、重視高端人才的引進(jìn)和培養(yǎng),提高鼓勵(lì)服務(wù)外包企業(yè)創(chuàng)業(yè)政策的落實(shí)力度和建立高效的投融資管理體系的具體對(duì)策。
[Abstract]:To solve the problem of employment is an important prerequisite to perfect the social security system. As a resource-based city, Daqing City is facing economic restructuring and industrial transformation, and further promoting employment is the urgent need of industrial transformation. In order to ensure a higher employment rate in the process of economic restructuring and industrial transformation, we must rely on the development of service outsourcing industry. At present, the employment problem in Daqing City is increasingly prominent. The traditional petroleum industry is affected by the increasing shortage of resources, and there is a big gap between the number of jobs provided by the traditional industries and the number of jobs employed. It is one of the most important ways to solve the employment problem of Daqing City. The service outsourcing industry park of Daqing city is selected in 90 similar parks of the country, and it is unable to meet the job demand of the employed population, and it is one of the important ways to solve the employment problem of Daqing City by making full use of the development of service outsourcing industry. The development of service outsourcing industry has provided a new direction for solving the employment problem in Daqing City, and has become a classic case to be studied and worth thinking about. Using the theory of comparative advantage, the theory of international investment and employment, the theory of industry-employment structure, and the method of qualitative and quantitative analysis, this paper fully understands the present situation of service outsourcing industry in Daqing. This paper analyzes the problems of enterprises' inability to retain talents, lack of high-end talents, low enthusiasm for participating in cooperative running schools and unreasonable talent management system within enterprises in the process of promoting employment by service outsourcing industry in Daqing City. The causes of the imperfect talent introduction mechanism and the imperfect talent training mode of the cooperation between the school and the enterprise, and then starting with the correlation between the output value of the service outsourcing industry park and the number of employed people, Using econometric model to study the relevant data of service outsourcing industry in Daqing City from 2007 to 2013. This paper draws the basic conclusion that the service outsourcing industry of Daqing city can absorb the labor force employment for a long time with the expansion of its scale and the growth of the output value, after deeply analyzing the relationship between the output value of service outsourcing and the number of employed people, This paper puts forward to develop the cooperative talent training mode of enterprises and colleges, to construct the trinity pattern of "production, learning and research", to optimize the internal talent mechanism of enterprises to prevent the brain drain, and to attach importance to the introduction and cultivation of high-end talents. To improve the implementation of the policy of encouraging service outsourcing enterprises to start their own businesses and to establish an efficient investment and financing management system.
