【摘要】：中亞包括哈薩克斯坦、吉爾吉斯斯坦、塔吉克斯坦、土庫曼斯坦、烏茲別克斯坦五國,是"絲綢之路經(jīng)濟(jì)帶"的核心區(qū)域,內(nèi)陸漁業(yè)資源稟賦雄厚,世界第一大湖里海以及第四大湖咸海均分布在域內(nèi)。在前蘇聯(lián)時期中亞各國捕撈漁業(yè)和水產(chǎn)養(yǎng)殖發(fā)展態(tài)勢良好,隨著東歐巨變及前蘇聯(lián)政局陷入動蕩直至解體,漁業(yè)生產(chǎn)急劇萎縮,至今雖有復(fù)蘇但尚未能恢復(fù)到蘇聯(lián)時期的發(fā)展水平。本文主要基于我們前期研究基礎(chǔ)以及FAO和世界銀行等統(tǒng)計數(shù)據(jù),提出對蘇聯(lián)解體后中亞各國漁業(yè)崩潰的原因解讀,并探討在"一帶一路"框架下,中國和中亞各國可行的漁業(yè)合作方式以及重振中亞漁業(yè)的策略方法。
[Abstract]:Central Asia, including Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, is the core region of the Silk Road Economic Belt. Inland fishery resources are abundant. The Caspian Sea, the world's largest lake, and the Aral Sea, the 4th Great Lakes, are all located in the region. During the former Soviet Union, fishing fisheries and aquaculture in Central Asia developed well. With the great changes in Eastern Europe and the political situation of the former Soviet Union, the political situation of the former Soviet Union fell into turmoil until its disintegration. The fishery production shrank sharply, although there has been a recovery so far, but it has not been restored to the development level of the Soviet era. This paper is mainly based on the basis of our previous research and statistics such as FAO and the World Bank. This paper puts forward an explanation of the causes of the fishery collapse in Central Asian countries after the disintegration of the Soviet Union, and probes into the feasible ways of fishery cooperation between China and the Central Asian countries under the framework of "Belt and Road", as well as the strategies and methods for revitalizing the fisheries in Central Asia.
