【摘要】：產(chǎn)業(yè)集群是企業(yè)發(fā)展的重要組織形式和載體,對有效配置生產(chǎn)要素、降低企業(yè)生產(chǎn)成本、節(jié)約集約利用生產(chǎn)資源、優(yōu)化經(jīng)濟結(jié)構(gòu)、促進區(qū)域經(jīng)濟發(fā)展有著重要意義。作為中部欠發(fā)達地區(qū)的河南省商丘市,近年來,依托區(qū)位交通及資源優(yōu)勢,通過科學(xué)規(guī)劃、招商引領(lǐng)、政策支持、創(chuàng)新驅(qū)動,培育發(fā)展了食品加工、紡織服裝、裝備制造、超硬材料等一批優(yōu)勢主導(dǎo)產(chǎn)業(yè),實現(xiàn)了主導(dǎo)產(chǎn)業(yè)的集群化發(fā)展,探索了一條欠發(fā)達地區(qū)新型產(chǎn)業(yè)化發(fā)展路徑,為內(nèi)地其它欠發(fā)達地區(qū)產(chǎn)業(yè)集群化發(fā)展提供了樣本參考。但商丘的產(chǎn)業(yè)集群化發(fā)展畢竟起步于落后的農(nóng)業(yè)產(chǎn)業(yè)化基礎(chǔ)之上,產(chǎn)業(yè)集群化發(fā)展還存在許多缺陷和不足,主要表現(xiàn)在產(chǎn)業(yè)集群規(guī)模尚小、資源利用率低、市場機制有待完善、思想觀念滯后、城市核心競爭力及配套服務(wù)不足、勞動力成本優(yōu)勢減弱等,如何克服產(chǎn)業(yè)集群發(fā)展過程中存在的類似問題,這也是許多情況類似的內(nèi)地欠發(fā)達地區(qū)在主導(dǎo)產(chǎn)業(yè)培育發(fā)展過程中需要亟待解決的問題。本人多年從事招商引資管理服務(wù)工作,親自見證參與了商丘市產(chǎn)業(yè)集群從無到有、從小到大發(fā)展歷程,本文在作者多年工作實踐基礎(chǔ)上,結(jié)合實地調(diào)查研究和查閱大量專業(yè)論文資料、工作總結(jié)、方案、意見及相關(guān)數(shù)據(jù)資料等文獻,對產(chǎn)業(yè)集群的概念進行了歸納研究,對商丘市產(chǎn)業(yè)集群培育及升級進行了總結(jié)論述,系統(tǒng)分析論述了商丘產(chǎn)業(yè)集群的發(fā)展概況、制約因素、路徑選擇,并從公共管理視角對下一步商丘市產(chǎn)業(yè)集群培育與升級問題提出了有針對性的建議意見,希望對商丘市產(chǎn)業(yè)集群發(fā)展能夠起到積極作用,對內(nèi)地市情類似的欠發(fā)達地區(qū)能夠提供有益借鑒。
[Abstract]:Industrial cluster is an important organizational form and carrier for the development of enterprises. It can effectively allocate production elements, reduce production costs, economize on intensive utilization of production resources, and optimize economic structure. It is of great significance to promote the development of regional economy. In recent years, Shangqiu City of Henan Province, as an underdeveloped region in the central region, has relied on its regional transportation and resources advantages, through scientific planning, investment guidance, policy support, and innovation drive. It has cultivated and developed a number of dominant industries such as food processing, textile and clothing, equipment manufacturing, super hard materials and so on. It has realized the cluster development of leading industries and explored a new way of industrialization development in underdeveloped areas. It provides a sample reference for the development of industrial cluster in other underdeveloped areas in the mainland. However, the industrial cluster development of Shangqiu starts on the basis of backward agricultural industrialization after all, and there are still many defects and deficiencies in the development of industrial cluster. The main manifestations are that the scale of industrial cluster is still small, the utilization rate of resources is low, the market mechanism needs to be improved, the ideology lags behind, the core competitiveness of the city and its supporting services are insufficient, the advantage of labor cost is weakened, etc. How to overcome the similar problems in the process of industrial cluster development, which is also the problem that needs to be solved urgently in the process of leading industry cultivation and development in many similar inland underdeveloped areas. I have been engaged in the management service of attracting investment for many years. I personally witnessed and participated in the development course of Shangqiu industrial cluster from scratch and from small to large. On the basis of the author's many years of work practice, combined with field investigation and research and consulting a large number of professional papers, work summary, program, This paper summarizes and studies the concept of industrial cluster, summarizes and discusses the cultivation and upgrading of Shangqiu industrial cluster, and systematically analyzes the development situation and restrictive factors of Shangqiu industrial cluster. Path selection, and from the perspective of public management to the next Shangqiu industrial cluster cultivation and upgrading of targeted suggestions, hoping to Shangqiu industrial cluster development can play a positive role, Similar to the mainland market conditions in less developed areas can provide useful reference.
