【摘要】：眾所周知,中國的能源消耗量巨大,首當(dāng)其沖的就是煤炭資源,它所占據(jù)的份額居于首位。長期以來,“富煤貧油少氣”一直是我國能源資源的分布特點(diǎn),與此同時(shí),不論從煤炭消費(fèi)還是煤炭貿(mào)易方面來分析,煤炭在一次性能源消費(fèi)中占主導(dǎo)地位,而想要調(diào)整這種“一煤獨(dú)大”的格局、改善我國能源消費(fèi)結(jié)構(gòu),如何實(shí)現(xiàn)有效的煤炭產(chǎn)業(yè)轉(zhuǎn)型一直是我國所面臨的問題。煤炭資源型城市的經(jīng)濟(jì)增長方式是粗獷的,這種粗獷的經(jīng)濟(jì)增長方式不僅對(duì)資源造成了過度的浪費(fèi),同時(shí)造成了環(huán)境污染和對(duì)生態(tài)的破壞,所以改變這種經(jīng)濟(jì)增長方式是必要的。實(shí)行可持續(xù)經(jīng)濟(jì)發(fā)展,是改變這種經(jīng)濟(jì)模式的最佳途徑。這就要求我國的煤炭企業(yè)實(shí)現(xiàn)有效的轉(zhuǎn)型。本文通過對(duì)中國煤炭消費(fèi)現(xiàn)狀、貿(mào)易方式的分析,結(jié)合目前國家對(duì)煤炭轉(zhuǎn)型所采取的政策得出當(dāng)前煤炭資源轉(zhuǎn)型中還面臨許多如經(jīng)濟(jì)、就業(yè)、發(fā)展等實(shí)際問題�；诿禾繛橹鞯南M(fèi)結(jié)構(gòu),僅僅從宏觀口號(hào)上實(shí)現(xiàn)煤炭轉(zhuǎn)型絕非易事。因此,政府方面應(yīng)本著可持續(xù)發(fā)展和長期邊際效益最大化的原則,結(jié)合環(huán)境保護(hù)、社會(huì)就業(yè)、人才管理、能源安全、貿(mào)易結(jié)構(gòu)、能源供需、能源技術(shù)創(chuàng)新等多方面因素綜合考慮,有計(jì)劃地加快這一轉(zhuǎn)型地步伐。最后,根據(jù)前文分析的結(jié)果提出了煤炭資源未來的發(fā)展趨勢,以及煤炭產(chǎn)業(yè)轉(zhuǎn)型中面臨的問題與解決措施。
[Abstract]:As we all know, China's energy consumption is huge, the first to bear the brunt is the coal resources, its share occupies the first place. For a long time, "rich in coal, lean oil and less gas" has been the distribution characteristic of our country's energy resources, at the same time, No matter in terms of coal consumption or coal trade, coal plays a leading role in one-time energy consumption, and wants to adjust this pattern of "one coal alone" to improve the energy consumption structure of our country. How to realize the effective transformation of coal industry has always been a problem facing our country. The economic growth mode of coal resource-based cities is rough, and this kind of rough economic growth mode not only causes excessive waste of resources, At the same time, it has caused environmental pollution and ecological damage, so it is necessary to change this mode of economic growth. This is the best way to change this economic model. This requires the coal enterprises in our country to realize effective transformation. This paper analyzes the current situation of coal consumption and the way of trade in China. Combined with the current national policies on coal transformation, we can conclude that there are still many practical problems in the current coal resources transformation, such as economy, employment, development, etc. Based on the consumption structure based on coal, It is not easy to transform coal from the macro slogan alone. Therefore, the government should combine environmental protection, social employment, talent management, energy security, trade structure, based on the principle of sustainable development and maximization of long-term marginal benefits. Considering various factors, such as energy supply and demand, energy technology innovation and so on, we will accelerate the pace of this transition in a planned way. Finally, according to the results of the previous analysis, the future development trend of coal resources is put forward. As well as the coal industry transformation faces the question and the solution measure.
