【摘要】：基于中國2001—2014年31個(gè)省份的面板數(shù)據(jù),采用系統(tǒng)矩估計(jì)實(shí)證分析方法,通過支出角度和自有收入角度來構(gòu)建財(cái)政分權(quán)指標(biāo)體系,探討財(cái)政分權(quán)對(duì)我國產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的作用效果。研究結(jié)論表明:從全國層面來看,財(cái)政分權(quán)對(duì)產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整具有顯著的促進(jìn)作用;從地區(qū)層面來看,東部地區(qū)的財(cái)政分權(quán)對(duì)產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整具有顯著的促進(jìn)作用,并與全國作用效果保持高度一致。中西部地區(qū)作用效果則不然,該地區(qū)的財(cái)政分權(quán)對(duì)產(chǎn)業(yè)結(jié)構(gòu)合理化水平提高具有顯著的促進(jìn)作用,而對(duì)產(chǎn)業(yè)結(jié)構(gòu)高級(jí)化水平提高具有顯著的抑制作用。最后,依據(jù)實(shí)證結(jié)論提出政策啟示。
[Abstract]:Based on the panel data of 31 provinces in China from 2001 to 2014, the empirical analysis method of system moments estimation is used to construct the fiscal decentralization index system from the perspective of expenditure and self-income. This paper discusses the effect of fiscal decentralization on the adjustment of industrial structure in China. The results show that fiscal decentralization plays a significant role in promoting the adjustment of industrial structure at the national level and at the regional level. The fiscal decentralization in the eastern part of China has a significant promoting effect on the adjustment of industrial structure, which is highly consistent with that of the whole country, but not in the central and western regions. The fiscal decentralization in this area can significantly promote the improvement of the level of rationalization of industrial structure, while it can significantly inhibit the improvement of the level of industrial structure. Finally, according to the empirical conclusions, the paper puts forward the policy implications.
