【摘要】：在未加入GPA的情況下,政府采購?fù)ㄟ^需求機制對產(chǎn)業(yè)的發(fā)展帶來影響。在加入GPA的情況下,政府需要開放政府采購市場,此時將會產(chǎn)生需求機制與競爭機制共同作用的情形,進而使得加入GPA對國家及產(chǎn)業(yè)經(jīng)濟發(fā)展成為一把"雙刃劍"。因此,加入GPA對不同產(chǎn)業(yè)的影響存在差異,其將會對某些產(chǎn)業(yè)發(fā)展帶來積極影響,而對另一些產(chǎn)業(yè)的發(fā)展帶來消極影響。文章基于需求和競爭機制影響產(chǎn)業(yè)發(fā)展的理論邏輯,在詳細闡述加入GPA對產(chǎn)業(yè)增長產(chǎn)生作用的影響機制基礎(chǔ)上,選取比利時、德國、丹麥、西班牙等已加入GPA的國家作為研究對象,借鑒Rajan與Zingales(1998)交叉項的計量思想,通過引入產(chǎn)業(yè)對政府采購的依賴程度與是否加入GPA的交叉項、產(chǎn)業(yè)競爭力與是否加入GPA的交叉項變量,使用跨國的面板數(shù)據(jù)實證檢驗加入GPA對不同產(chǎn)業(yè)發(fā)展的影響。
[Abstract]:In the absence of GPA, government procurement has an impact on the development of industry through the demand mechanism. In the case of joining GPA, the government needs to open up the government procurement market. At this time, the demand mechanism and the competition mechanism will act together, which will make China's entry into GPA a double-edged sword for the development of national and industrial economy. There are differences in the impact of China's entry into GPA on different industries, which will have a positive impact on the development of some industries. On the basis of the theoretical logic that demand and competition mechanism affect the development of industry, the paper elaborates the influence mechanism of GPA on the industrial growth in detail. Belgium, Germany, Denmark, Spain and other countries that have joined the GPA have been selected as the research object, drawing lessons from the cross between Rajan and Zingales 1998). By introducing the degree of dependence of industry on government procurement and whether to join the GPA cross terms, industrial competitiveness and whether to join the GPA cross-item variables. Using transnational panel data to test the impact of joining GPA on the development of different industries.
