【摘要】：隨著農村老齡化以及城鄉(xiāng)二元結構的日益嚴重,農村養(yǎng)老問題越來越受到關注,新型農村社會養(yǎng)老保險制度是繼取消農業(yè)稅、農業(yè)直補、新型農村合作醫(yī)療之后的將數(shù)億農民歸納入社會保障體系的又一項重大的惠農政策。2009年12月黑龍江省開始實施新農保制度,依安縣作為黑龍江省首批新農保試點單位根據《國務院關于開展新型農村社會養(yǎng)老保險試點的指導意見》和《黑龍江省人民政府關于開展新型農村社會養(yǎng)老保險試點工作的實施意見》規(guī)定,結合依安縣實際情況,制定了依安縣新型農村社會養(yǎng)老保險試點實施方案,并在全縣展開了新農保試點工作。 本文首先介紹了新農保制度實施的背景和國內外對此的研究綜述和主要成果,闡述了本文的研究意義、目的、方法,以及本文研究的主要內容。其次,明確界定了社會養(yǎng)老保險,農村社會養(yǎng)老保險和新型農村社會養(yǎng)老保險的概念及其內涵,闡述了本文主要運用的理論。在此基礎上,結合有關數(shù)據以及實地調查問卷結果對依安縣新農保試點工作現(xiàn)狀做了全面的介紹：依安縣的人口、土地、經濟水平等依安縣新農保試點工作的外部環(huán)境,依安縣參�，F(xiàn)狀,養(yǎng)老金待遇支付現(xiàn)狀,以及運行情況。結合以上,對依安縣新農保試點工作中的問題進行客觀深入的分析,主要包括五個方面問題制度覆蓋面和參保問題、籌資政策實施問題、基金管理與運營問題、新農保經辦服務問題、轉移續(xù)接問題。其中在參保覆蓋面問題的分析中,本文運用了Logistic回歸分析法對農民參保意愿進行分析,進而得出影響依安縣農民參保意愿的主要因素。同時,本文提出完善依安縣新農保的總體思路,明確了其任務目標、基本原則、籌資模式以及養(yǎng)老模式。最后,在完善新農保制度的總體思路指導下,根據依安縣現(xiàn)狀分析,針對具體問題提出了完善依安縣新農保制度的可行性建議。
[Abstract]:With the aging of rural areas and the increasingly serious dual structure of urban and rural areas, the problem of rural old-age pension has been paid more and more attention. The new rural social endowment insurance system is to cancel the agricultural tax, agricultural direct supplement, After the new rural cooperative medical system, another major policy of favouring agriculture has been put into effect by bringing hundreds of millions of farmers into the social security system. In December 2009, Heilongjiang Province began to implement the new rural security system. Yi'an County as the first batch of New Rural Insurance pilot Units in Heilongjiang Province according to the State Council's guiding opinions on the pilot of New Rural Social Old-age Insurance and the Heilongjiang Provincial people's Government on developing New Rural Social Endowment Insurance Opinions on the implementation of the pilot work, According to the actual situation of Yi'an County, the pilot scheme of new rural social old-age insurance in Yi'an county has been established, and the pilot work of new rural social pension insurance has been carried out in the whole county. This paper first introduces the background of the implementation of the new rural insurance system and the domestic and foreign research on this review and main results, elaborated the significance of this study, purpose, methods, and the main content of this study. Secondly, the concept and connotation of social old-age insurance, rural social old-age insurance and new rural social old-age insurance are clearly defined, and the main theories used in this paper are expounded. On this basis, combined with relevant data and field survey results, this paper makes a comprehensive introduction to the current situation of the pilot work of New Rural Insurance in Yi'an County: the external environment of the pilot work of New Rural Insurance in Yi'an County, such as population, land, economic level, etc. Yi'an County to participate in the status quo, pension payment status, as well as the operation. In combination with the above, this paper makes an objective and in-depth analysis of the problems in the pilot work of New Rural Insurance in Yi'an County, which mainly include five aspects: system coverage and insurance participation, implementation of fund-raising policy, fund management and operation. The new rural insurance agency service problem, transfer continues the problem. In the analysis of the coverage of insurance, this paper uses Logistic regression analysis method to analyze farmers' willingness to participate in insurance, and then obtains the main factors that affect farmers' willingness to participate in insurance in Yi'an County. At the same time, this paper puts forward the general idea of perfecting the new rural insurance system in Yi'an County, and clarifies its mission objectives, basic principles, financing model and pension model. Finally, under the guidance of the general idea of perfecting the new rural insurance system, according to the analysis of the present situation of Yi'an County, the paper puts forward some feasible suggestions to perfect the new rural insurance system in Yi'an County.
