【摘要】：隨著我國老齡化程度的加劇,適齡勞動力人口比重下降趨勢日益顯著,我國現(xiàn)行養(yǎng)老保險制度可持續(xù)發(fā)展將受到嚴(yán)峻考驗(yàn),與此同時,我國勞動力市場也將面臨著勞動力供不應(yīng)求,勞動力流動規(guī)模擴(kuò)大等挑戰(zhàn)。筆者設(shè)想若能通過對我國現(xiàn)行的養(yǎng)老保險制度與勞動力市場之間相關(guān)性的研究,探索出一條既能保障養(yǎng)老保險制度持續(xù)發(fā)展,又能維護(hù)勞動力市場秩序正常運(yùn)行的道路,必將對我國下一階段經(jīng)濟(jì)和社會的和諧發(fā)展起到相當(dāng)重要的作用。 本文從我國現(xiàn)行養(yǎng)老保險制度和勞動力市場的現(xiàn)狀出發(fā),分別從我國現(xiàn)行養(yǎng)老保險制度對勞動力市場中勞動力的供給、勞動力的需求和勞動力的流動這三個方面的影響進(jìn)行分析,通過定性與定量的分析得出我國養(yǎng)老保險的制度設(shè)計與勞動力供給、勞動力需求和勞動力流動之間的相互制約關(guān)系,并根據(jù)所得出的制約關(guān)系,從保障勞動力供給、勞動力需求和勞動力流動的角度,提出改進(jìn)養(yǎng)老保險制度的政策建議。另外,還提出了促進(jìn)養(yǎng)老保險制度改進(jìn)實(shí)現(xiàn)的相關(guān)配套政策。通過本文的研究可以看出養(yǎng)老保險制度與勞動力市場存在明顯的相關(guān)性特征,因此,我國在今后養(yǎng)老保險制度的改革中應(yīng)充分考慮其對勞動力市場的影響。
[Abstract]:With the aggravation of aging degree in our country and the decreasing trend of the proportion of the working-age labor force, the sustainable development of the current old-age insurance system in our country will be severely tested, at the same time, China's labor market will also face challenges such as the shortage of labor force and the expansion of labor flow scale. The author assumes that if we can study the correlation between the current endowment insurance system and the labor market in China, we can explore a way that can not only guarantee the sustainable development of the pension insurance system, but also maintain the normal operation of the labor market order. It will play a very important role in the harmonious development of economy and society in the next stage of our country. Starting from the current endowment insurance system and the current situation of the labor market in China, this paper starts from the supply of labor in the labor market by the current endowment insurance system in China. Through the qualitative and quantitative analysis, the author draws the conclusion that the system design of endowment insurance in China and the supply of labor force, the demand for labor and the flow of labor force restrict each other. According to the restriction relation, the paper puts forward some policy suggestions to improve the old-age insurance system from the point of view of ensuring labor supply, labor demand and labor flow. In addition, it also puts forward related supporting policies to promote the improvement and realization of endowment insurance system. Through the research of this paper, we can see that there is obvious correlation between the endowment insurance system and the labor market. Therefore, our country should fully consider its influence on the labor market in the future reform of the pension insurance system.
