【摘要】：新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度(以下簡(jiǎn)稱“新農(nóng)保”制度)對(duì)于保障我國(guó)農(nóng)村老齡人口的基本生活、完善農(nóng)村社會(huì)保障體系、維護(hù)農(nóng)村社會(huì)穩(wěn)定、促進(jìn)經(jīng)濟(jì)發(fā)展和社會(huì)進(jìn)步都具有重要的作用。作為“新農(nóng)�！敝贫葘�(shí)施中的經(jīng)辦管理環(huán)節(jié)成為該制度有效實(shí)施的關(guān)鍵。目前,新型農(nóng)村養(yǎng)老保險(xiǎn)制度在我國(guó)部分省、市、區(qū)已經(jīng)運(yùn)行了4年,各項(xiàng)效能均有所體現(xiàn),但是隨著發(fā)展,影響“新農(nóng)�！闭哂行�(shí)施的問(wèn)題也相繼出現(xiàn),尤其是經(jīng)辦管理服務(wù)環(huán)節(jié)中出現(xiàn)的問(wèn)題,這些問(wèn)題包括：基金管理方面、政策實(shí)施監(jiān)督管理方面、經(jīng)辦能力水平方面等。本文作者主要通過(guò)對(duì)西安市長(zhǎng)安區(qū)進(jìn)行實(shí)際調(diào)研,制作調(diào)查問(wèn)卷,經(jīng)過(guò)提煉總結(jié)出經(jīng)辦管理服務(wù)中所存在的問(wèn)題,然后通過(guò)分析,根據(jù)目前的形式和條件,提出依靠政府、管理部門(mén)、社會(huì)化三維共建的模式來(lái)解決相關(guān)問(wèn)題。本文的重點(diǎn)在于第三章和第五章,即調(diào)查問(wèn)卷的分析提煉和問(wèn)題的解決途徑。本文的創(chuàng)新在于問(wèn)卷調(diào)查和實(shí)際走訪相結(jié)合,調(diào)查問(wèn)卷的內(nèi)容是根據(jù)作者在長(zhǎng)安區(qū)城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn)服務(wù)中心的實(shí)際調(diào)查設(shè)計(jì)得出,具有一定的代表性和針對(duì)性。
[Abstract]:The new rural social old-age insurance system (hereinafter referred to as the "New Rural Insurance" system) can protect the basic life of the rural elderly population, perfect the rural social security system, and maintain the stability of the rural society. Promoting economic development and social progress plays an important role. As a management link in the implementation of the new rural insurance system, it becomes the key to the effective implementation of the system. At present, the new rural old-age insurance system has been in operation for 4 years in some provinces, cities and districts of our country, and all kinds of efficiency have been reflected. However, with the development of the new rural old-age insurance system, the problems affecting the effective implementation of the "new rural insurance" policy have emerged one after another. These problems include fund management, policy implementation, supervision and management, management ability and so on. The author of this paper mainly carries on the actual investigation to Xi'an Changan District, makes the questionnaire, after abstracts summarizes the existence question in the administration management service, then through the analysis, according to the present form and the condition, proposes to rely on the government, Management, socialized three-dimensional co-construction model to solve related problems. The emphasis of this paper lies in the third and fifth chapters, namely, the analysis and refinement of the questionnaire and the ways to solve the problem. The innovation of this paper lies in the combination of questionnaire survey and actual visit. The content of the questionnaire is designed according to the author's actual investigation in the social endowment insurance service center of urban and rural residents in Changan district, which has certain representativeness and pertinence.
