【摘要】：社會(huì)政策不是一個(gè)靜態(tài)的抽象概念,而是一個(gè)持續(xù)的動(dòng)態(tài)過程。同時(shí),政策過程過程中,施體與受眾之間是互動(dòng)的,而非自上而下的單向的流程,其核心是政策信息在相關(guān)全體之間的循環(huán)流動(dòng)。社會(huì)政策的有效執(zhí)行依賴于政策過程中的互動(dòng)關(guān)系,自上而下的信息傳達(dá)和自下而上的信息反饋得到保證,穩(wěn)定規(guī)范的互動(dòng)關(guān)系才可能建立。理想的政策過程模型應(yīng)該包括政府對政策的制定與修正,執(zhí)行機(jī)構(gòu)對政策信息的傳達(dá)與評(píng)估,以及標(biāo)的團(tuán)體對政策的接受與反饋。只有保證政策過程的良性循環(huán),才能保證政策效果的圓滿達(dá)成。 “新農(nóng)�！弊鳛橐豁�(xiàng)社會(huì)政策,不是單一或孤立的事件而是一項(xiàng)復(fù)雜的系統(tǒng)工程。假設(shè)“新農(nóng)保”作為一項(xiàng)社會(huì)政策,政策效果與政策預(yù)期存在“政策微效”,即政策意圖與政策結(jié)果存在偏差。本文以政策過程為視角,根據(jù)行動(dòng)理論,將廣西“新農(nóng)�！闭邎�(zhí)行過程分為解釋、組織、施用三個(gè)階段,對“新農(nóng)�！闭哌^程的各個(gè)階段展開分析,針對廣西農(nóng)民有限的參保能力與意識(shí)問題以及政府管理機(jī)制缺陷與政策傳達(dá)效果等一系列問題,對政策執(zhí)行的效果差異進(jìn)行解釋,并試圖建立循環(huán)回饋的“新農(nóng)保”動(dòng)態(tài)政策模式,從政策設(shè)計(jì)、政策主體、政策執(zhí)行、政策評(píng)估四個(gè)層面出發(fā),對廣西“新農(nóng)�！闭哌^程提出優(yōu)化建議,以達(dá)到有效提高廣西“新農(nóng)�！闭叩膱�(zhí)行效果,提高廣西農(nóng)民參加“新農(nóng)�！狈e極性的目的。
[Abstract]:Social policy is not a static abstract concept, but a continuous dynamic process. At the same time, in the process of policy, there is interaction between the donor and the audience, rather than a one-way process from top to bottom, whose core is the circulation of policy information between all relevant groups. The effective implementation of social policy depends on the interaction in the policy process. The top-down information transmission and bottom-up information feedback are guaranteed, and the stable normative interaction can be established. The ideal model of policy process should include the formulation and revision of policies by the government, the communication and evaluation of policy information by implementing agencies, and the acceptance and feedback of policies by target groups. Only by ensuring the virtuous circle of the policy process can the policy effect be satisfactorily achieved. As a social policy, New Rural Insurance is not a single or isolated event but a complex system engineering. Assuming that "New Rural Insurance" is a social policy, there is a "policy micro-effect" between the policy effect and the policy expectation, that is, the deviation between the policy intention and the policy result. From the perspective of policy process, according to the theory of action, this paper divides the policy implementation process of Guangxi "New Rural Insurance" into three stages: explanation, organization and application, and analyzes each stage of the policy process of "New Rural Insurance". Aiming at a series of problems, such as limited participation ability and consciousness of farmers in Guangxi, defects of government management mechanism and effect of policy communication, this paper explains the difference in the effect of policy implementation. It also tries to establish a dynamic policy model of "New Rural Insurance" with circular feedback. From four levels of policy design, policy subject, policy implementation and policy evaluation, the paper puts forward some suggestions on the policy process of "New Rural Insurance" in Guangxi. In order to effectively improve the implementation of the "new rural insurance" policy in Guangxi, Guangxi farmers to participate in the "new rural insurance" enthusiasm.
