【摘要】：以內蒙古鄂爾多斯市為例,通過數據分析和實地調查,總結了鄂爾多斯市新農合的成長歷史,探討了全市新農合突出大病補償和創(chuàng)新工作機制的特點,分析了鄂爾多斯市新農合的參合率、籌資標準、報銷比例不斷提升的主要成效,并且剖析了政府部門、定點機構以及參合人員目前存在的對政策認識不清、新農合基金壓力大等主要問題,提出了深入推進新農合支付方式改革、加強精細化管理、培育商業(yè)保險市場等可持續(xù)發(fā)展的總體思路,為進一步的政策建議奠定理論基礎。
[Abstract]:Taking Erdos City, Inner Mongolia as an example, through data analysis and field investigation, this paper summarizes the growing history of NCMS in Ordos City, and probes into the characteristics of compensation and innovative working mechanism of NCMS in the whole city. This paper analyzes the main results of the increasing participation rate, financing standard and reimbursement ratio of the new agricultural cooperation in Ordos city, and analyzes the existing unclear understanding of the policy among the government departments, designated organizations and participants. This paper puts forward the general idea of pushing forward the reform of the new rural cooperative payment mode, strengthening the fine management, cultivating the commercial insurance market and so on, which can lay a theoretical foundation for further policy suggestions.
