【摘要】：為了推動我國城鄉(xiāng)居民基本養(yǎng)老保險制度建設(shè)得到更好發(fā)展,促使其更加公平和可持續(xù)發(fā)展,必須實現(xiàn)城鄉(xiāng)基本養(yǎng)老保險制度的有機銜接。而且,該制度的構(gòu)建也是為了能夠?qū)崿F(xiàn)參保人員基本權(quán)益,推動人力資源合理流動、形成城鄉(xiāng)統(tǒng)一基本養(yǎng)老保險制度的關(guān)鍵所在。這樣才能有效地推動更多人員參與到該項制度活動當(dāng)中去,并且提高養(yǎng)老保險的質(zhì)量,使社會更加公正,推動城鄉(xiāng)一體化發(fā)展進程。 本文以科學(xué)發(fā)展觀為指導(dǎo),運用中國特色社會保障理論體系的思想與方法,針對廣東省現(xiàn)行的基本養(yǎng)老保險制度進行分析。論文首先對城鄉(xiāng)基本養(yǎng)老保險制度銜接的重要性和基礎(chǔ)概念、相關(guān)原則進行了闡述；然后對廣東省在該領(lǐng)域的變化發(fā)展情況進行了介紹,指出該省運行此項制度中所面臨的一些突出問題；論文最后在參考其他地區(qū)實際運行發(fā)展經(jīng)驗的基礎(chǔ)上,對廣東省城鄉(xiāng)基本養(yǎng)老保險制度的銜接提出了完善建議。 本文以經(jīng)濟發(fā)展不平衡的人口大省廣東省為例,從城鄉(xiāng)銜接制度實施、經(jīng)辦規(guī)程優(yōu)化、信息系統(tǒng)提升等方面對廣東省城鄉(xiāng)基本養(yǎng)老保險制度銜接提出對策和建議,具有一定的典型性和獨特性,本文的研究成果對國家進一步完善養(yǎng)老保險制度或者對其他省市的實踐具有積極的借鑒意義。
[Abstract]:In order to promote the construction of basic old-age insurance system for urban and rural residents in China and promote its more equitable and sustainable development, it is necessary to realize the organic link between urban and rural basic old-age insurance system. Moreover, the construction of the system is to realize the basic rights and interests of the insured, to promote the rational flow of human resources, and to form a unified basic old-age insurance system in urban and rural areas. Only in this way can more people participate in the system activities, the quality of old-age insurance be improved, the society is more just, and the process of urban-rural integration is promoted. Guided by the scientific concept of development, this paper analyzes the current basic old-age insurance system in Guangdong Province by using the ideas and methods of the social security theory system with Chinese characteristics. Firstly, the paper expounds the importance and basic concept of the basic old-age insurance system in urban and rural areas, and then introduces the change and development of Guangdong Province in this field. This paper points out some outstanding problems in the operation of this system in this province, and finally, based on the practical operation and development experience of other regions, puts forward some suggestions to improve the connection of the basic old-age insurance system between urban and rural areas in Guangdong Province. Taking Guangdong Province, a large province with unbalanced economic development, as an example, this paper puts forward some countermeasures and suggestions for the linkage of basic old-age insurance system between urban and rural areas in Guangdong Province from the aspects of implementing the urban-rural linkage system, optimizing the operational procedures, and upgrading the information system. It has certain typicality and uniqueness, the research results of this paper have positive reference significance to the country to further perfect the endowment insurance system or to the practice of other provinces and cities.
