商業(yè)銀行企業(yè)年金業(yè)務(wù)的發(fā)展策略研究

【摘要】:人力資源和社會(huì)保障部先后于2005年8月和2007年11月兩次公布了企業(yè)年金基金管理機(jī)構(gòu)名單,其中包括保險(xiǎn)公司、商業(yè)銀行、基金管理公司、信托公司、證券公司及資產(chǎn)管理公司等共61家金融機(jī)構(gòu)。2011年5月頒布的《企業(yè)年金基金管理辦法》進(jìn)一步界定了我國(guó)企業(yè)年金業(yè)務(wù)市場(chǎng)中基金受托人、托管人、賬戶管理人及投資管理人的職責(zé)范圍,同時(shí)也促進(jìn)了我國(guó)企業(yè)年金業(yè)務(wù)市場(chǎng)的發(fā)展,企業(yè)年金基金累計(jì)規(guī)模不斷發(fā)展壯大,截止2013年第一季度,我國(guó)的企業(yè)年金基金累計(jì)規(guī)模已突破5000億元。面對(duì)企業(yè)年金業(yè)務(wù)市場(chǎng)上數(shù)量眾多的金融機(jī)構(gòu)及發(fā)展?jié)摿薮笄仪熬胺浅UT人的企業(yè)年金業(yè)務(wù)市場(chǎng),商業(yè)銀行從事企業(yè)年金業(yè)務(wù)的意義何在?究竟擁有哪些競(jìng)爭(zhēng)優(yōu)勢(shì)、存在哪些競(jìng)爭(zhēng)劣勢(shì)?商業(yè)銀行在企業(yè)年金業(yè)務(wù)市場(chǎng)中的最佳角色定位是什么?角色定位下的商業(yè)銀行想在激烈的市場(chǎng)競(jìng)爭(zhēng)中占據(jù)有利地位,應(yīng)當(dāng)采取什么樣的發(fā)展策略?這些都是本文所要研究和分析的問(wèn)題,也是我國(guó)商業(yè)銀行在發(fā)展企業(yè)年金業(yè)務(wù)過(guò)程中迫切需要研究和解決的重大問(wèn)題。 本文基于商業(yè)銀行的獨(dú)特視角,首先介紹了我國(guó)企業(yè)年金的內(nèi)涵及性質(zhì),接著,又對(duì)我國(guó)商業(yè)銀行企業(yè)年金業(yè)務(wù)的內(nèi)涵及特點(diǎn)進(jìn)行介紹,并詳細(xì)分析了我國(guó)商業(yè)銀行從事企業(yè)年金業(yè)務(wù)的重要意義,明確商業(yè)銀行參與企業(yè)年金業(yè)務(wù)的必要性;然后,重點(diǎn)分析了我國(guó)商業(yè)銀行企業(yè)年金業(yè)務(wù)發(fā)展情況、各主要競(jìng)爭(zhēng)對(duì)手的優(yōu)劣勢(shì)及商業(yè)銀行自身的優(yōu)劣勢(shì),基于上述分析及進(jìn)一步的綜合對(duì)比研究,筆者完成了對(duì)商業(yè)銀行最佳的角色定位研究;最后,在最佳角色定位下,為我國(guó)商業(yè)銀行更好的發(fā)展企業(yè)年金業(yè)務(wù)提出了一些有針對(duì)性和指導(dǎo)性的對(duì)策及建議。 主要結(jié)論包括:(1)基金托管人及賬戶管理人是商業(yè)銀行目前最適合擔(dān)任的角色,受托人是商業(yè)銀行必須全力爭(zhēng)取“主角”地位的角色,而投資管理人是商業(yè)銀行在逐漸做大受托人角色時(shí)努力爭(zhēng)取的“配角”。(2)商業(yè)銀行須抓住最為核心的企業(yè)年金受托人角色。筆者研究發(fā)現(xiàn),如果一家金融機(jī)構(gòu)在企業(yè)年金業(yè)務(wù)市場(chǎng)上獲得的受托人資格越多,而且在受托人市場(chǎng)上的份額越大,那么它在投資管理人市場(chǎng)上的業(yè)績(jī)表現(xiàn)將會(huì)更加突出!以保險(xiǎn)公司為例,保險(xiǎn)公司和商業(yè)銀行都具備很強(qiáng)的法人受托能力,現(xiàn)在保險(xiǎn)公司卻在受托人市場(chǎng)上“一枝獨(dú)秀”,占到受托市場(chǎng)份額的70%以上,而且其憑借著受托人的優(yōu)勢(shì)在投資管理人市場(chǎng)上已經(jīng)和“最佳投資管理人”基金管理公司平起平坐。(3)保險(xiǎn)公司既是商業(yè)銀行在企業(yè)年金業(yè)務(wù)市場(chǎng)上最大的競(jìng)爭(zhēng)對(duì)手,同時(shí)也是商業(yè)銀行最好的合作伙伴。商業(yè)銀行要不斷加強(qiáng)與保險(xiǎn)公司戰(zhàn)略合作伙伴關(guān)系,實(shí)現(xiàn)強(qiáng)強(qiáng)聯(lián)合、優(yōu)勢(shì)互補(bǔ)及資源互換,有助于商業(yè)銀行增強(qiáng)自身綜合競(jìng)爭(zhēng)力,擴(kuò)展企業(yè)年金業(yè)務(wù)市場(chǎng)空間,實(shí)現(xiàn)商業(yè)銀行在受托人及投資管理人上的角色突破。
[Abstract]:In August 2005 and November 2007, the Ministry of human resources and Social Security announced the list of enterprise annuity fund management agencies two times, including insurance companies, commercial banks, fund management companies, trust companies, securities companies and Asset Management Co and other 61 financial institutions issued in May "enterprise annuity fund management method >". One step is to define the scope of the responsibilities of the funds of the enterprise annuity business in our country, which are the trustees, trustees, account managers and investment managers. At the same time, it also promotes the development of the enterprise annuity business market in our country. The accumulative scale of the enterprise annuity fund continues to expand. By the first quarter of 2013, the accumulative scale of the enterprise annuity fund in our country has already been made. Over 500 billion yuan. Facing the large number of financial institutions in the business annuity market and the great potential and attractive enterprise annuity business market, what is the meaning of the business annuity business for commercial banks? What are the competitive advantages and competitive disadvantages? Commercial banks are in the enterprise annuity market What is the position of the best role? What kind of development strategy should commercial banks want to take in the fierce market competition? These are all the problems that this article should study and analyze, and the important problems that our commercial banks need to study and solve urgently in the process of developing enterprise annuity business.
Based on the unique perspective of commercial banks, this paper first introduces the connotation and nature of China's enterprise annuity, then introduces the connotation and characteristics of the business annuity business of the commercial banks in China, and analyzes the significance of the business annuity business of our commercial banks in detail, and makes clear the necessity of the commercial banks' participation in the enterprise annuity business. Then, it analyzes the development of the business annuity business of our commercial banks, the advantages and disadvantages of the main competitors and the advantages and disadvantages of the commercial banks themselves. Based on the above analysis and further comprehensive comparison, the author has completed the research on the best role positioning of the commercial banks. Finally, under the best role orientation, it is our country. Commercial banks put forward some pertinent and guiding countermeasures and suggestions for better development of enterprise annuity business.
The main conclusions include: (1) the fund custodian and account manager is the most suitable role for commercial banks. The trustee is the role of the commercial bank to strive for the role of "leading role", and the investment manager is the "supporting role" for commercial banks to strive for when they are gradually doing the role of the trustee. (2) commercial banks must seize the most. At the core of the role of the enterprise annuity trustee, I found that if a financial institution has more qualified trustees in the enterprise annuity market and the greater its share in the trustee market, the performance will be more prominent in the investment manager market, with insurance companies as an example, insurance companies and business. The bank has a strong legal person trustee ability, but now the insurance company is "a single show" in the trustee market, accounting for more than 70% of the share of the entrusted market, and with the advantage of the trustee in the investment manager market, the insurance company has sat with the "best investment manager" fund management company. (3) the insurance company is both business. The bank's biggest competitor in the enterprise annuity market is also the best partner of the commercial bank. The commercial bank should continuously strengthen the strategic partnership with the insurance company, realize the combination of strong and strong, complementary advantages and exchange of resources, and help the commercial banks to enhance their comprehensive competitiveness and expand the enterprise annuity business market. Space to achieve a breakthrough in the role of commercial banks in trustees and investment managers.
