【摘要】：隨著人口老齡化程度的不斷加深,需要照護(hù)的老年人日益增加,日本和韓國先后建立長期照護(hù)保險(xiǎn)予以應(yīng)對。和日韓同處儒家文化圈的中國也同樣深受人口老齡化問題的困擾。本文依托Neil Gilbert的社會(huì)福利政策分析框架,分別從政策對象(who)、給付內(nèi)容(what)、輸送機(jī)制(how)和資金選擇(how)四個(gè)維度出發(fā)對日本和韓國的現(xiàn)行長期照護(hù)保險(xiǎn)進(jìn)行比較研究,以期為我國老年人長期照護(hù)保險(xiǎn)的本土化實(shí)踐提供理論參考。
[Abstract]:With the deepening of population aging, the number of elderly people in need of care is increasing. Japan and South Korea have established long-term care insurance to deal with it. China, which shares Confucian culture with Japan and South Korea, is also plagued by an aging population. Based on Neil Gilbert's social welfare policy analysis framework, this paper makes a comparative study on the current long-term care insurance in Japan and South Korea from the four dimensions of (what), transport mechanism (how) and (how), respectively. In order to provide theoretical reference for the localization practice of long-term care insurance for the elderly in our country.
