文章摘要：我國是自然災(zāi)害高發(fā)地區(qū)。農(nóng)業(yè)的發(fā)展因此受到了嚴(yán)重影響．政府已經(jīng)逐漸認(rèn)識(shí)到開展農(nóng)業(yè)保險(xiǎn)尤其是開展政策性農(nóng)業(yè)保險(xiǎn)的重要性和必要性。文章從當(dāng)前政策性農(nóng)業(yè)保險(xiǎn)的特點(diǎn)入手，分析了我國政策性農(nóng)業(yè)保險(xiǎn)在全國試點(diǎn)中所面臨的主要問題，提出了我國政策性農(nóng)業(yè)保險(xiǎn)應(yīng)借鑒國外的成功模式和經(jīng)驗(yàn)，建立一套符合中國國情的政策性農(nóng)業(yè)保險(xiǎn)制度。即加快農(nóng)業(yè)保險(xiǎn)的立法工作．建立“政府支持下的商業(yè)保險(xiǎn)公司經(jīng)營”組織，，建立“三級(jí)”保障機(jī)制，加大財(cái)政補(bǔ)助力度．設(shè)立農(nóng)業(yè)巨災(zāi)風(fēng)險(xiǎn)基金等。

Abstr：China is a country where natural disasters frequently occur, which brings a serious impact on its agricultural production. Therefore, the government has gradually recognized the significance and necessity of developing agricultural insurance, and in particular, the political and economic importance of developing policy-oriented agricultural insurance. This paper starts from the discussion of the characteristics of current policy-oriented agricultural insurance, makes an analysis of the problems encountered by the experimental unit of Chinese policy-oriented agricultural insurance, and argues that the establishment of a policy-oriented agricultural insurance system suited to China＇ s actual conditions should learn from the successful mode and experience of foreign countries. It suggests that China should mainly learn from the ＂Japanese mode＂ of agricultural insurance, and perfect its policy-oriented agricultural insurance system from the following aspects such as accelerating the legislation of agricultural insurance, establishing the form of ＂commercial insurance organizations supported by the government＂, setting up a three-level security mechanism, increasing financial subsidies, and building the fund of huge agricultural catastrophic risk.
