【摘要】：借鑒日本的經(jīng)驗(yàn),結(jié)合我國(guó)重大疾病保障制度實(shí)施現(xiàn)狀,為我國(guó)重大疾病保障的改革與完善提供建議。從政策發(fā)展歷程、主要內(nèi)容及政策特點(diǎn)等方面對(duì)日本高額療養(yǎng)費(fèi)制度和特定疾患財(cái)政補(bǔ)貼兩種政策進(jìn)行解讀和評(píng)價(jià)。可通過(guò)按收入水平設(shè)置不同起付線、制定一系列減負(fù)措施、對(duì)特定疾病實(shí)施按病種補(bǔ)償方式等來(lái)提升重大疾病保障水平。
[Abstract]:Based on the experience of Japan and the status quo of the implementation of China ' s major disease guarantee system , this paper analyzes and evaluates the reform and improvement of China ' s major disease guarantee system . From the course of policy development , the main content and the policy features , we can set up a series of negative measures to improve the level of major disease assurance by setting different pay lines according to the income level , developing a series of negative measures , and carrying out a series of negative measures for the specific diseases .
