【摘要】：現(xiàn)代的工傷保險制度是“工傷預防-工傷補償-工傷康復”三位一體的制度體系。工傷預防是隨著生產(chǎn)力的進步、經(jīng)濟社會的發(fā)展逐漸衍生的功能。工傷預防以事前的政策、技術(shù)以及對勞動者的安全教育培訓為主要內(nèi)容，旨在起到事前預防工傷事故發(fā)生的作用。它對保護勞動者的生命健康，保證企業(yè)的正常生產(chǎn)，促進社會和諧和經(jīng)濟發(fā)展具有重要意義，充分有效地發(fā)揮工傷保險制度的預防功能，已經(jīng)受到越來越多國家的重視，成為工傷保險制度發(fā)展的一大趨勢。 當前，我國正處以經(jīng)濟轉(zhuǎn)型的關(guān)鍵時期，企業(yè)改革、經(jīng)濟方式轉(zhuǎn)變急需進行，然而當前工傷事故和職業(yè)病的形勢不容樂觀，工傷保險制度“重補償、輕預防”的問題依然存在,工傷預防功能沒有得到有效的發(fā)揮，企業(yè)安全生產(chǎn)與職業(yè)衛(wèi)生問題仍然存在。因此，必須加快充分發(fā)揮工傷預防功能。如何結(jié)合我國工傷保險制度和安全生產(chǎn)實際，充分有效的發(fā)揮工傷預防的功能，以減少工傷事故和職業(yè)疾病的發(fā)生是本文研究的出發(fā)點。 論文首先對工傷保險、工傷預防進行了注釋和理論分析。其次，，文章通過相關(guān)統(tǒng)計數(shù)據(jù)，分析了我國工傷保險發(fā)展情況以及工傷預防出現(xiàn)的問題；再次，文章研究了國外工傷保險制度發(fā)展成熟的國家，分析了其如何發(fā)揮工傷預防功能以促進工傷保險的發(fā)展；最后，就如何加強我國工傷預防功能的問題，文章提出法律法規(guī)、機構(gòu)管理、基金管理、組織協(xié)調(diào)、人員培訓等多方面措施建議，以達到強化我國工傷保險中工傷預防功能的目的。
[Abstract]:The modern industrial injury insurance system is a trinity of industrial injury prevention-industrial injury compensation-industrial injury rehabilitation. Industrial injury prevention is a function derived from the development of economy and society with the progress of productive forces. The prevention of industrial injury is mainly concerned with the prior policy, technology and safety education and training of workers, and aims to prevent the occurrence of industrial accidents in advance. It is of great significance to protect the life and health of laborers, to ensure the normal production of enterprises, to promote social harmony and economic development, and to give full and effective play to the prevention function of industrial injury insurance system, which has been paid more and more attention to by more and more countries. Become a major trend of the development of industrial injury insurance system. At present, our country is in the critical period of economic transformation, enterprise reform and economic mode change urgently need to be carried out. However, the current situation of industrial accidents and occupational diseases is not optimistic. The problem of "paying more attention to compensation than prevention" still exists in the industrial injury insurance system. The function of industrial injury prevention has not been given full play, and the problems of safety in production and occupational health still exist. Therefore, we must speed up the full play of industrial injury prevention function. The starting point of this paper is how to combine the industrial injury insurance system of our country and the practice of safe production to give full play to the function of industrial injury prevention in order to reduce the occurrence of industrial accidents and occupational diseases. The thesis first carries on the annotation and the theory analysis to the industrial injury insurance, the industrial injury prevention. Secondly, through the relevant statistical data, the article analyzes the development of industrial injury insurance in China and the problems of industrial injury prevention. Thirdly, the article studies the developed countries of foreign industrial injury insurance system. This paper analyzes on how to develop the function of industrial injury prevention in order to promote the development of industrial injury insurance, and finally, on how to strengthen the function of industrial injury prevention in our country, the article puts forward laws and regulations, organization management, fund management, organization coordination, In order to strengthen the function of industrial injury prevention in industrial injury insurance in China, personnel training and other measures are suggested.
