黑龍江省新型農(nóng)村合作醫(yī)療籌資問(wèn)題研究

【摘要】:我國(guó)是傳統(tǒng)的農(nóng)業(yè)大國(guó),農(nóng)村人口占我國(guó)人口的絕大部分,“三農(nóng)”問(wèn)題也一直是我們國(guó)家迫切想解決的問(wèn)題,其中,農(nóng)民的健康水平和生命質(zhì)量是重中之重。自國(guó)家推行新型農(nóng)村合作醫(yī)療制度以來(lái),得到了很令人滿意的成果和實(shí)施成效,但是由于新型農(nóng)村合作醫(yī)療制度是分地區(qū)管理和運(yùn)行,有很多來(lái)自基層地區(qū)的實(shí)際運(yùn)行中的個(gè)別的問(wèn)題,這就需要結(jié)合實(shí)際,根據(jù)各個(gè)地區(qū)的特點(diǎn),來(lái)解決問(wèn)題,提高新型農(nóng)村合作醫(yī)療在本地區(qū)的實(shí)施質(zhì)量。黑龍江省作為一個(gè)農(nóng)業(yè)大省,農(nóng)民的健康保障問(wèn)題更是一個(gè)不容忽視的問(wèn)題,作為最早試行新型農(nóng)村合作醫(yī)療的省份,我省也確實(shí)遇到了實(shí)施過(guò)程中各種各樣的問(wèn)題,其中,新型農(nóng)村合作醫(yī)療籌資問(wèn)題是最重要的問(wèn)題之一;I資問(wèn)題包括籌資來(lái)源、基金管理等,黑龍江省新型農(nóng)村合作醫(yī)療的籌資問(wèn)題亟待解決。 本文就是針對(duì)黑龍江省新型農(nóng)村合作醫(yī)療的實(shí)施現(xiàn)狀、新型農(nóng)村合作醫(yī)療籌資現(xiàn)狀,提出新型農(nóng)村合作醫(yī)療運(yùn)行中的籌資困難,分別從籌資的三個(gè)主體、籌資機(jī)制和相關(guān)立法方面來(lái)說(shuō)明存在的問(wèn)題,并分析相關(guān)的原因,進(jìn)而借鑒安徽省良好的籌資模式,從中提煉出黑龍江省新型農(nóng)村合作醫(yī)療制度可以借鑒的經(jīng)驗(yàn),最后,,針對(duì)黑龍江省新型農(nóng)村合作醫(yī)療籌資問(wèn)題提出相應(yīng)的建議。在介紹新型農(nóng)村合作醫(yī)療籌資困境時(shí),本文采用了現(xiàn)場(chǎng)訪問(wèn)法、對(duì)比分析法等方法,說(shuō)明了黑龍江省新型農(nóng)村合作醫(yī)療在農(nóng)民方面、政府方面、集體方面和籌資機(jī)制方面等存在的諸多問(wèn)題。本文在最后一章所提出的對(duì)策建議,都是與之前黑龍江省新型農(nóng)村合作醫(yī)療的籌資困境一一對(duì)應(yīng)的。首先,就是針對(duì)農(nóng)民籌資難的問(wèn)題,應(yīng)該加大新型農(nóng)村合作醫(yī)療的宣傳力度,提高宣傳質(zhì)量,以此來(lái)提高農(nóng)民對(duì)新型農(nóng)村合作醫(yī)療的認(rèn)知度;其次,針對(duì)政府方面籌資難的問(wèn)題,應(yīng)該加大中央和地方政府對(duì)黑龍江省新型農(nóng)村合作醫(yī)療的扶持力度,這方面需要政府通過(guò)合理的方式來(lái)逐步提升;再次,針對(duì)集體籌資和社會(huì)援助資金少的問(wèn)題,提出相應(yīng)的拓展渠道來(lái)提高這兩方面對(duì)于黑龍江省新型農(nóng)村合作醫(yī)療的出資比例;最后,針對(duì)黑龍江省新型農(nóng)村合作醫(yī)療的基金監(jiān)管不合理和立法滯后問(wèn)題,提出相應(yīng)的解決措施。
[Abstract]:China is a traditional agricultural country, and the rural population accounts for the majority of the population in our country. The "three rural areas" problem has always been an urgent problem that our country wants to solve, among which, the health level and quality of life of the farmers are the most important. Since the implementation of the new rural cooperative medical care system, the new rural cooperative medical system has achieved very satisfactory results and achieved very satisfactory results. However, since the new rural cooperative medical system is managed and operated in different regions, There are many individual problems in the actual operation of the grass-roots areas, which need to combine with the reality, according to the characteristics of each region, to solve the problem, improve the quality of the implementation of the new rural cooperative medical system in this region. As a large agricultural province, Heilongjiang Province, the health security of farmers is a problem that can not be ignored. As the first province to try out a new type of rural cooperative medical system, our province has indeed encountered various problems in the process of implementation, among which, New rural cooperative medical financing is one of the most important issues. The financing problems include financing sources, fund management and so on. The financing problem of the new rural cooperative medical system in Heilongjiang Province needs to be solved urgently. This article is aimed at the present situation of the implementation of the new rural cooperative medical system in Heilongjiang Province and the current situation of the financing of the new rural cooperative medical system, and puts forward the difficulty of raising funds in the operation of the new rural cooperative medical care, respectively from the three main parts of the financing. Financing mechanism and related legislation to explain the existing problems, and analysis of the relevant reasons, and then learn from the good financing model of Anhui Province, from the new rural cooperative medical system in Heilongjiang Province can learn from the experience, finally, In view of the new rural cooperative medical system in Heilongjiang Province, the corresponding suggestions are put forward. In introducing the financing dilemma of the new rural cooperative medical system, this paper uses the methods of on-site visit and comparative analysis to explain that the new rural cooperative medical system of Heilongjiang Province is in the aspect of farmers, government, etc. Collective aspect and financing mechanism aspect and so on the existence many questions. In the last chapter, the countermeasures and suggestions are all corresponding to the financing dilemma of the new rural cooperative medical system in Heilongjiang province. First of all, in view of the difficulty in raising funds for farmers, we should increase the publicity of the new rural cooperative medical care and improve the quality of publicity, so as to enhance the farmers' awareness of the new rural cooperative medical care; secondly, In view of the difficulty in raising funds for the government, we should increase the support of the central and local governments to the new rural cooperative medical system in Heilongjiang Province, which requires the government to gradually upgrade it in a reasonable manner; again, In view of the problem that the collective financing and the social assistance fund are few, this paper puts forward the corresponding expansion channels to increase the proportion of the two aspects' contribution to the new rural cooperative medical system in Heilongjiang Province. Finally, Aiming at the problems of unreasonable fund supervision and lagging legislation of the new rural cooperative medical system in Heilongjiang province, the corresponding measures are put forward.
