【摘要】：新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)是一項(xiàng)利國(guó)利民的政策,對(duì)于和諧社會(huì)與社會(huì)主義新農(nóng)村的建設(shè)有著重要的意義。我國(guó)從2009年開(kāi)始實(shí)施新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)政策,目前已基本實(shí)現(xiàn)全覆蓋,并取得了重大的成就。山西省柳林縣是我國(guó)首批新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)試點(diǎn)地區(qū)之一,經(jīng)過(guò)幾年的推行與努力,各項(xiàng)工作都取得了明顯的效果,但是,隨著政策推行的深入,也暴露出了一些問(wèn)題。本文以山西省柳林縣新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)政策推行進(jìn)程為研究對(duì)象,總結(jié)柳林縣積累的經(jīng)驗(yàn),分析政策推行中存在的問(wèn)題,對(duì)柳林縣新農(nóng)保實(shí)施提出完善建議的同時(shí),也為新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度在全國(guó)農(nóng)村地區(qū)的推行提供一些借鑒與經(jīng)驗(yàn)。論文由五部分組成。第一部分為緒論,主要介紹了論文研究的背景、意義、研究?jī)?nèi)容及方法,對(duì)近幾年國(guó)內(nèi)外關(guān)于農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的研究現(xiàn)狀進(jìn)行了綜述。第二部分介紹了我國(guó)推行農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)試點(diǎn)的背景,闡述了我國(guó)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的歷史進(jìn)程與完善我國(guó)新農(nóng)保政策的必要性。第三部分是山西省柳林縣新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)試點(diǎn)背景及現(xiàn)狀,介紹了柳林縣基本經(jīng)濟(jì)狀況,對(duì)柳林縣新農(nóng)保政策的推行進(jìn)程及推行現(xiàn)狀進(jìn)行了分析。第四部分總結(jié)了柳林縣新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)推行中的經(jīng)驗(yàn),并采取問(wèn)卷調(diào)查的方式,對(duì)當(dāng)?shù)剞r(nóng)民關(guān)于新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)政策的認(rèn)識(shí)、滿(mǎn)意程度及參保意愿等方面進(jìn)行了調(diào)查及評(píng)價(jià),指出一些推行過(guò)程中暴露出來(lái)的問(wèn)題。第五部分對(duì)完善新農(nóng)保的推行工作提出了有針對(duì)性的建議。主要從政府責(zé)任,新農(nóng)保政策的普及宣傳,新農(nóng)保的立法保障與農(nóng)保經(jīng)辦機(jī)構(gòu)建設(shè)四個(gè)方面進(jìn)行分析論述。
[Abstract]:The new rural social endowment insurance is a policy beneficial to the country and the people, which is of great significance to the construction of a harmonious society and a new socialist countryside. Since 2009, China has implemented the new rural social endowment insurance policy, which has basically achieved full coverage, and has made great achievements. Liulin County of Shanxi Province is one of the first pilot areas of new rural social old-age insurance in China. After several years of implementation and efforts, all the work has achieved obvious results. However, with the deepening of the policy, some problems have also been exposed. This paper takes the implementation process of the new rural social old-age insurance policy in Liulin County of Shanxi Province as the research object, summarizes the experience accumulated in Liulin County, analyzes the problems existing in the implementation of the policy, and puts forward some suggestions for the implementation of the new rural old-age insurance policy in Liulin County at the same time. It also provides some reference and experience for the implementation of the new rural social endowment insurance system in rural areas of the country. The paper consists of five parts. The first part is the introduction, mainly introduces the background, significance, research content and methods of the paper, and summarizes the research status of rural social endowment insurance at home and abroad in recent years. The second part introduces the background of carrying out the rural social endowment insurance pilot project in our country, expounds the historical process of the rural social endowment insurance system in China and the necessity of perfecting the new rural insurance policy of our country. The third part is the background and present situation of the new rural social endowment insurance in Liulin County, Shanxi Province. It introduces the basic economic situation of Liulin County, and analyzes the implementation process and current situation of the New Rural Insurance Policy in Liulin County. The fourth part summarizes the experience in the implementation of the new rural social old-age insurance in Liulin County, and adopts the method of questionnaire to understand the local farmers' policy on the new rural social old-age insurance. The degree of satisfaction and willingness to participate in insurance are investigated and evaluated, and some problems exposed in the process of implementation are pointed out. The fifth part puts forward some suggestions to improve the implementation of new rural insurance. Mainly from the government responsibility, the popularizing propaganda of the new rural insurance policy, the legislation safeguard of the new rural insurance and the construction of the agency organization of the rural insurance, this paper analyzes and discusses the four aspects.
