【摘要】：生育保險(xiǎn)是社會保險(xiǎn)的一個(gè)重要組成部分，新中國生育保險(xiǎn)制度自1951年創(chuàng)設(shè)以來，經(jīng)過多年的探索和改革實(shí)踐，取得了一定的成績。伴隨著生育體制改革的深入，一些深層次的問題，，如立法層次低、覆蓋面較窄、企業(yè)負(fù)擔(dān)較重、積累率偏高等問題一直未能解決。本文跳出單純研究生育保險(xiǎn)的思維框架，在分析泉州實(shí)際情況的基礎(chǔ)上，通過對泉州市醫(yī)療保險(xiǎn)的對比研究，并借鑒其他地市的先進(jìn)經(jīng)驗(yàn)，提出了整合泉州生育、醫(yī)療保險(xiǎn)為同一的生育醫(yī)療保險(xiǎn)的新思路。生育醫(yī)療保險(xiǎn)的整合，并非簡單的將二者合并，本文在研究生育醫(yī)療保險(xiǎn)合并的必要性、可行性的基礎(chǔ)上，以系統(tǒng)論、社會關(guān)懷論、公平與效率理論為指導(dǎo)，采用文獻(xiàn)研究法、實(shí)地調(diào)研法以及比較分析法對生育醫(yī)療保險(xiǎn)整合的模式選擇進(jìn)行分析，提出了生育醫(yī)療保險(xiǎn)整合的基本原則、路徑以及整合的關(guān)鍵舉措，即合理確定籌資模式、合理確定管理模式、合理確定定點(diǎn)醫(yī)療機(jī)構(gòu)、合理保留和延伸生育保險(xiǎn)服務(wù)項(xiàng)目。
[Abstract]:Birth insurance is an important part of social insurance. Since the birth insurance system of New China was established in 1951, after many years of exploration and reform practice, it has made certain achievements. With the deepening of the reform of the fertility system, some deep-seated problems, such as low legislative level, narrow coverage, heavy burden on enterprises and high accumulation rate, have not been solved. Based on the analysis of the actual situation of Quanzhou, this paper puts forward the integration of Quanzhou fertility through the comparative study of Quanzhou medical insurance and drawing on the advanced experience of other cities. Medical insurance is a new idea of the same maternity medical insurance. The integration of maternity medical insurance is not a simple combination of the two. On the basis of studying the necessity and feasibility of the combination of reproductive medical insurance, this paper, guided by system theory, social care theory, fairness and efficiency theory, adopts the literature research method. Field investigation and comparative analysis are used to analyze the mode selection of maternity medical insurance integration, and the basic principles, paths and key measures of the integration are put forward, that is, to reasonably determine the financing model. Rational determination of management mode, rational determination of designated medical institutions, reasonable retention and extension of maternity insurance services.
