【摘要】：福建省三明市于2014年將新型農村合作醫(yī)療與城鎮(zhèn)居民基本醫(yī)療保險整合為城鄉(xiāng)居民基本醫(yī)療保險,其做法有諸多亮點,最重要的是通過成立醫(yī)療保障基金管理中心有效實現(xiàn)醫(yī)保整合;但也存在一些問題,主要體現(xiàn)在籌資缺乏科學性和基層能力不足方面。在接下來的改革中,需要通過科學測算調整籌資、補償水平,并以"強基層"為突破口強化醫(yī)保整合效果。
[Abstract]:In 2014, Sanming City, Fujian Province, integrated the new rural cooperative medical insurance and the basic medical insurance for urban and rural residents into basic medical insurance for urban and rural residents, which has many bright spots. The most important thing is to effectively realize the integration of medical insurance by establishing a medical security fund management center, but there are also some problems, which are mainly reflected in the lack of scientific funding and the lack of capacity at the grass-roots level. In the next reform, we need to measure the level of financing and compensation scientifically, and strengthen the effect of health insurance integration with the breakthrough of "strong grassroots".
