中國保險(xiǎn)資產(chǎn)管理市場化研究

【摘要】:近年來,我國保險(xiǎn)產(chǎn)業(yè)發(fā)展迅速,保險(xiǎn)市場逐步擴(kuò)張,保險(xiǎn)行業(yè)的影響力空前高漲,已成為人們?nèi)粘I畈豢苫蛉钡慕鹑谛袠I(yè)之一。與此同時(shí),保險(xiǎn)競爭日益激烈,保險(xiǎn)產(chǎn)品的盈利空間不斷被壓縮,保險(xiǎn)公司的承保利潤已經(jīng)趨近于零。所以,越來越多的保險(xiǎn)企業(yè)將盈利的目光放在了保險(xiǎn)資產(chǎn)管理上。保險(xiǎn)資產(chǎn)投資收益已經(jīng)成為保險(xiǎn)公司的主要利潤來源,保險(xiǎn)資產(chǎn)管理能力已經(jīng)成為主宰保險(xiǎn)公司發(fā)展的主要力量。 我國保險(xiǎn)資產(chǎn)管理行業(yè)起步較晚,全國第一家保險(xiǎn)資產(chǎn)管理公司—中國人保資產(chǎn)管理公司于2003年宣告成立。但是保險(xiǎn)資產(chǎn)管理行業(yè)發(fā)展迅速,不到十年的時(shí)間在中國已經(jīng)成立了15家保險(xiǎn)資產(chǎn)管理公司。盡管如此,中國保險(xiǎn)資產(chǎn)管理仍面臨著許多問題:投資渠道狹窄,三分之一的保險(xiǎn)資產(chǎn)仍以銀行存款的形式存在;投資收益率低,專業(yè)的投資人才較為匱乏;風(fēng)險(xiǎn)管理和風(fēng)險(xiǎn)監(jiān)控方面存在隱患,有待改進(jìn)和提升;保險(xiǎn)資產(chǎn)管理公司在股權(quán)結(jié)構(gòu)、信息披露制度等方面暴露出較大問題。 保險(xiǎn)資產(chǎn)管理市場化是解決我國保險(xiǎn)資產(chǎn)管理問題的一把鑰匙。市場化的方式可以拓寬保險(xiǎn)資產(chǎn)投資渠道、吸引專業(yè)的保險(xiǎn)投資人才、有效地利用投資組合降低投資風(fēng)險(xiǎn)增加投資收益、進(jìn)一步解決保險(xiǎn)資產(chǎn)管理公司存在的問題。目前,我國關(guān)于保險(xiǎn)資產(chǎn)管理方面的監(jiān)管仍較為嚴(yán)格,保險(xiǎn)資產(chǎn)投資渠道和投資比例尚未開放和達(dá)到合理水平。隨著保險(xiǎn)資產(chǎn)管理市場化呼聲的不斷高漲,中國保監(jiān)會(huì)也開始思考我國保險(xiǎn)資產(chǎn)管理市場化的相關(guān)問題。本文重點(diǎn)探討我國能否仿照發(fā)達(dá)國家推動(dòng)保險(xiǎn)資產(chǎn)管理市場化,應(yīng)注意的有關(guān)問題以及市場化初期建議。 本文的第一章是保險(xiǎn)資產(chǎn)管理市場化理論分析,主要介紹了保險(xiǎn)資產(chǎn)管理市場化的基本理論,包括保險(xiǎn)資產(chǎn)管理市場化投資渠道、保險(xiǎn)資產(chǎn)管理市場化風(fēng)險(xiǎn)以及保險(xiǎn)資產(chǎn)管理市場化模式。筆者在第二章和第三章分別介紹了中國保險(xiǎn)資產(chǎn)管理現(xiàn)狀和發(fā)達(dá)國家的經(jīng)驗(yàn)借鑒,從對(duì)比的角度分析出我國保險(xiǎn)資產(chǎn)管理的不足之處以及相關(guān)方面的經(jīng)驗(yàn)借鑒。第四章和第五章是本文的核心。第四章從經(jīng)濟(jì)學(xué)和實(shí)證角度分析了我國保險(xiǎn)資產(chǎn)管理市場化的可行性。第五章是中國保險(xiǎn)資產(chǎn)管理市場化建議。筆者從保險(xiǎn)監(jiān)管機(jī)構(gòu)和保險(xiǎn)公司兩個(gè)角度分別提出建議,希望有助于相關(guān)政策的提出和制定。
[Abstract]:In recent years, China's insurance industry has developed rapidly, the insurance market has gradually expanded, and the influence of insurance industry has never been higher, which has become one of the indispensable financial industries in people's daily life.At the same time, the insurance competition is increasingly fierce, the profit space of insurance products is being compressed continuously, the underwriting profit of insurance company has approached zero.Therefore, more and more insurance companies will profit on the management of insurance assets.The investment income of insurance assets has become the main profit source of insurance companies, and the management ability of insurance assets has become the main force dominating the development of insurance companies.China's insurance asset management industry started late, the first national insurance asset management company-China PICC Asset Management Company was established in 2003.But the insurance asset management industry is growing rapidly, with 15 insurance asset management companies established in China in less than a decade.Nevertheless, China's insurance asset management is still faced with many problems: narrow investment channels, 1/3 of the insurance assets still exist in the form of bank deposits, low investment yield, lack of professional investment personnel;There are hidden dangers in risk management and risk monitoring, which need to be improved and promoted. Insurance asset management companies have exposed large problems in equity structure, information disclosure system and so on.The marketization of insurance assets management is a key to solve the problem of insurance assets management in China.The market-oriented way can broaden the investment channel of insurance assets, attract professional insurance investment talents, effectively use the investment portfolio to reduce the investment risk and increase the investment income, and further solve the problems existing in the insurance asset management companies.At present, the supervision on the management of insurance assets in China is still relatively strict, and the investment channels and investment ratio of insurance assets have not yet been opened and reached a reasonable level.With the rising demand for marketization of insurance assets management, CIRC has also begun to think about the marketization of insurance assets management in China.This paper mainly discusses whether our country can imitate the developed countries to promote the marketization of insurance assets management, and some problems should be paid attention to as well as the initial suggestions of marketization.The first chapter is the analysis of the marketization theory of insurance asset management, which mainly introduces the basic theory of the marketization of insurance asset management, including the investment channel of insurance asset management marketization.Insurance asset management marketization risk and insurance asset management marketization model.In the second and third chapters, the author introduces the current situation of insurance asset management in China and the experience of developed countries, and analyzes the deficiency of insurance asset management in China and the relevant experience from the perspective of comparison.The fourth and fifth chapters are the core of this paper.Chapter four analyzes the feasibility of marketization of insurance assets management in China from the angle of economics and demonstration.The fifth chapter is the Chinese insurance asset management marketization suggestion.The author puts forward suggestions from the two angles of insurance regulators and insurance companies, hoping to contribute to the formulation of relevant policies.
