【摘要】：目前我國(guó)的城鎮(zhèn)基本養(yǎng)老保險(xiǎn)已經(jīng)實(shí)現(xiàn)了全覆蓋，但在公平性問(wèn)題上，一直都受到了廣大學(xué)者們的關(guān)注。研究的主要方向?yàn)槌青l(xiāng)之間、地區(qū)之間以及群體之間的養(yǎng)老保險(xiǎn)政策，待遇等方面的比較。從群體角度來(lái)分，可根據(jù)城鎮(zhèn)人口的不同行業(yè)分為以下群體：政府機(jī)關(guān)、事業(yè)單位、企業(yè)人員、個(gè)體工商人員及無(wú)業(yè)人員。由于這些人員所參加的養(yǎng)老保險(xiǎn)體系不同，造成了他們?cè)陴B(yǎng)老保險(xiǎn)的諸多環(huán)節(jié)有很大的區(qū)別。經(jīng)調(diào)查分析，在南寧市通過(guò)選取以上不同性質(zhì)的社會(huì)群體進(jìn)行隨機(jī)抽樣，通過(guò)比較各個(gè)群體的養(yǎng)老保險(xiǎn)水平差異情況，發(fā)現(xiàn)社會(huì)養(yǎng)老保險(xiǎn)在繳費(fèi)、待遇、補(bǔ)充保險(xiǎn)、待遇調(diào)整機(jī)制及國(guó)家補(bǔ)償?shù)戎T多方面存在著不公平現(xiàn)象。由于養(yǎng)老保險(xiǎn)的碎片化、保障險(xiǎn)種過(guò)于單一、養(yǎng)老待遇調(diào)整不及時(shí)等問(wèn)題，，使得南寧市城鎮(zhèn)居民養(yǎng)老保險(xiǎn)迫切需要改革。但是由于已有歷史因素及我國(guó)國(guó)情的影響，社會(huì)養(yǎng)老保險(xiǎn)改革不能一觸而就，需要循序漸進(jìn)，穩(wěn)步改革。政府應(yīng)該更加重視以下幾點(diǎn)：推進(jìn)城鎮(zhèn)社會(huì)養(yǎng)老保險(xiǎn)的底線公平、鼓勵(lì)多支柱的養(yǎng)老保險(xiǎn)制度發(fā)展、運(yùn)用宏觀調(diào)控手段帶動(dòng)養(yǎng)老保險(xiǎn)的公平發(fā)展以及推進(jìn)養(yǎng)老保險(xiǎn)的誠(chéng)信制度建設(shè)。南寧市的養(yǎng)老保險(xiǎn)是我國(guó)城鎮(zhèn)養(yǎng)老保險(xiǎn)的一個(gè)縮影，做好南寧市的調(diào)查研究有利于擴(kuò)展到全國(guó)使用。
[Abstract]:At present, the basic old-age insurance in cities and towns in our country has achieved full coverage, but on the issue of fairness, it has been the concern of many scholars all the time. The main direction of the research is the old-age insurance policy between urban and rural areas, between regions and among groups. According to the different industries of the urban population, they can be divided into the following groups: government agencies, institutions, enterprise personnel, Individual industrial and commercial personnel and unemployed personnel. Because of their different pension insurance systems, they have great differences in many aspects of old-age insurance. Through investigation and analysis, In Nanning City, by selecting the above social groups of different nature for random sampling, by comparing the differences in the level of pension insurance of each group, we find that social old-age insurance is paying, receiving and supplementing insurance. Treatment adjustment mechanism and state compensation exist unfair phenomena. Due to the fragmentation of old-age insurance, the protection of insurance is too single, the adjustment of old-age treatment is not timely, and so on. This makes it urgent to reform the endowment insurance of urban residents in Nanning. However, because of the historical factors and the influence of our national conditions, the reform of social endowment insurance cannot be touched at once, but it needs to be carried out step by step. Steady reform. The government should pay more attention to the following points: pushing forward the bottom line fairness of urban social endowment insurance and encouraging the development of multi-pillar pension insurance system. The use of macro-control means to promote the fair development of old-age insurance and to promote the construction of the trust system of old-age insurance. Nanning's old-age insurance is a microcosm of our country's urban old-age insurance. To do a good job in Nanning City investigation and research is conducive to the expansion of national use.
