【摘要】：社會(huì)保險(xiǎn)作為國(guó)家實(shí)現(xiàn)保障人權(quán)的重要內(nèi)容和途徑,本應(yīng)當(dāng)成為生活在這個(gè)國(guó)家范圍的每個(gè)人享受的權(quán)利。但是由于當(dāng)前城鄉(xiāng)二元結(jié)構(gòu)體制和社會(huì)保險(xiǎn)制度,城市少數(shù)民族流動(dòng)務(wù)工者社會(huì)保險(xiǎn)問題常常得不到充分而有效的保護(hù),游離在城鄉(xiāng)之間的少數(shù)民族人口的社會(huì)保險(xiǎn)權(quán)也得不到相應(yīng)的實(shí)現(xiàn)。溫家寶總理在2010年3月5日第十一屆全國(guó)人民代表大會(huì)第三次會(huì)議上的《工作報(bào)告》中曾指出：“切實(shí)做好少數(shù)民族流動(dòng)的人口公共服務(wù)、就業(yè)和管理工作,保障他們的合法權(quán)益�！蔽覀冇纱吮憧傻弥簩�(shí)現(xiàn)城市少數(shù)民族流動(dòng)人口社會(huì)保險(xiǎn)權(quán)是國(guó)家保障城市少數(shù)民族流動(dòng)人口平等享有社會(huì)保障權(quán)這一基本人權(quán)而應(yīng)盡的義務(wù)。但是,當(dāng)前城市少數(shù)民族流動(dòng)務(wù)工者參與社會(huì)保險(xiǎn)的現(xiàn)狀并不容樂觀。本文通過實(shí)地的問卷調(diào)查,應(yīng)用科學(xué)的數(shù)據(jù)分析方法,利用實(shí)際的數(shù)字來說明赤峰市少數(shù)民族流動(dòng)務(wù)工者社會(huì)保險(xiǎn)問題的現(xiàn)狀。首先分析了赤峰市少數(shù)民族流動(dòng)務(wù)工者的基本狀況,包括了性別、年齡、婚姻狀況和受教育程度等,客觀真實(shí)的反映出赤峰市少數(shù)民族流動(dòng)務(wù)工者的現(xiàn)狀。然后,對(duì)當(dāng)前國(guó)家社會(huì)保險(xiǎn)相關(guān)政策的制定和實(shí)施情況,并以問卷數(shù)據(jù)和訪談為第一手資料,分析赤峰市少數(shù)民族流動(dòng)務(wù)工者對(duì)現(xiàn)行社會(huì)保險(xiǎn)的認(rèn)知情況、參保情況以及滿意程度。研究發(fā)現(xiàn),赤峰市少數(shù)民族流動(dòng)務(wù)工者對(duì)社會(huì)保險(xiǎn)制度是有迫切需求,但是赤峰市少數(shù)民族流動(dòng)務(wù)工者對(duì)于社會(huì)保險(xiǎn)制度的需要同實(shí)際參保人數(shù)少、參保率低形成一個(gè)矛盾。而這個(gè)矛盾又是如何產(chǎn)生的呢?本文主要是從農(nóng)牧民個(gè)人、政策兩個(gè)方面具體分析赤峰市少數(shù)民族流動(dòng)務(wù)工者社會(huì)保險(xiǎn)問題的原因。最后針對(duì)這些原因,對(duì)赤峰市少數(shù)民族流動(dòng)務(wù)工者社會(huì)保險(xiǎn)問題提出一些切實(shí)可行的建議。
[Abstract]:Social insurance as an important way to guarantee the realization of human rights in the country, should be everyone living in this country enjoy rights. But due to the current two urban and rural economic structure system and social insurance system, city of ethnic minority migrant workers social insurance problems often do not receive adequate and effective protection, free in urban and rural areas among the minority population's social insurance right is not the corresponding implementation. Once pointed out that Premier Wen Jiabao at the third session of the March 5, 2010 Eleventh National People's Congress on the work report: "< > to minority floating population of public services, employment and management, safeguard their lawful rights and interests." it can be found: the realization of social insurance rights of Minority Floating Population in city is the national security city minority floating population enjoy social equality This is one of the basic human rights guarantee right and obligation. However, the current situation of city minority migrant workers to participate in social insurance is not optimistic. This paper through questionnaire survey, the application of scientific methods of data analysis, using the actual figures to illustrate the Chifeng minority migrant status social insurance issues first. Analysis of the basic situation of ethnic minority migrant workers in Chifeng City, including gender, age, marital status and education level, reflecting the status of ethnic minority migrant workers in Chifeng city objectively. Then, the formulation of the current national social insurance policy and implementation, and the questionnaire data and interview as the first hand data, analysis of Chifeng minority migrant workers on the social insurance of cognition, insurance and satisfaction. The study found that the city of Chifeng minority Families of migrant workers is the urgent demand of the social insurance system of Chifeng City, but minority migrant workers need for social insurance system with the actual number of insured, the insured rate is low and the formation of a contradiction. This contradiction is how to generate? This article is mainly from the personal reasons of farmers and herdsmen, minority migrant two aspects of policy analysis of Chifeng social insurance problems. According to these reasons, put forward some feasible suggestions on Chifeng minority migrant workers social insurance.
