寶雞市新型農(nóng)村社會養(yǎng)老保險可持續(xù)發(fā)展實(shí)證分析

【摘要】:長期以來,我國農(nóng)村社會養(yǎng)老保險一直處于曲折發(fā)展或停滯狀態(tài),大部分農(nóng)村人口游離于社會保障網(wǎng)之外。隨著社會飛速發(fā)展,傳統(tǒng)的家庭養(yǎng)老、土地養(yǎng)老功能逐漸減弱,使得這些游離于社會保障網(wǎng)之外的農(nóng)村人口將不得不面臨嚴(yán)峻的養(yǎng)老問題,由此產(chǎn)生的社會矛盾日益凸顯。我國農(nóng)村人口的比例高達(dá)50.32%,如果不妥善解決好農(nóng)村人口的養(yǎng)老問題,就會嚴(yán)重影響社會穩(wěn)定、阻礙經(jīng)濟(jì)發(fā)展。在這樣的情形下,新型農(nóng)村社會養(yǎng)老保險(以下簡稱新農(nóng)保)制度肩負(fù)著農(nóng)村人口養(yǎng)老的重大歷史使命在我國普遍展開試點(diǎn),作為一項(xiàng)新生的養(yǎng)老制度,新農(nóng)保的可持續(xù)發(fā)展將能夠解決農(nóng)村人口的養(yǎng)老需求,加快農(nóng)村經(jīng)濟(jì)發(fā)展,促進(jìn)農(nóng)村乃至整個社會的穩(wěn)定與和諧。因此,研究新農(nóng)保的可持續(xù)發(fā)展有著重大的現(xiàn)實(shí)意義。 由于新農(nóng)保的“寶雞模式”作為試點(diǎn)在全國廣泛推廣,因此,以寶雞為例研究新農(nóng)保的可持續(xù)發(fā)展具有普遍意義。本文在對我國新農(nóng)保各種模式的總結(jié)比較中突出了新農(nóng)保“寶雞模式”的重要地位,并以寶雞市新農(nóng)?沙掷m(xù)發(fā)展作為研究對象制定研究方案。在總結(jié)學(xué)者對社會養(yǎng)老保險可持續(xù)發(fā)展衡量指標(biāo)設(shè)定的基礎(chǔ)上,根據(jù)新農(nóng)保自身特征,建立了新農(nóng)?沙掷m(xù)發(fā)展的衡量指標(biāo),包括定性指標(biāo)和定量指標(biāo)兩個方面。然后依據(jù)衡量指標(biāo)對寶雞市新農(nóng)保可持續(xù)發(fā)展進(jìn)行實(shí)證分析,進(jìn)而通過實(shí)證分析總結(jié)出寶雞市新農(nóng)?沙掷m(xù)發(fā)展的制約因素:1、制度設(shè)計層面:主要包括缺乏保險特性而制約其發(fā)展、保障水平低、與其他養(yǎng)老保險制度銜接困難;2、制度運(yùn)行層面:主要包括缺乏監(jiān)督機(jī)制、管理效率較低、基金增值保值困難;3、經(jīng)濟(jì)基礎(chǔ)層面:主要包括政府補(bǔ)貼各級財政分擔(dān)機(jī)制不合理、集體經(jīng)濟(jì)補(bǔ)貼有名無實(shí)、個人繳費(fèi)能力偏低;4、社會因素層面:包括社會保險意識落后、勞動力流動導(dǎo)致年輕人參保意愿低。最后本文針對總結(jié)出的制約因素提出了相應(yīng)的對策建議。首先,制度設(shè)計層面,應(yīng)進(jìn)一步完善新農(nóng)保制度,增加個人賬戶積累,加大政府財政補(bǔ)貼,完善新農(nóng)保與其他養(yǎng)老保障之間轉(zhuǎn)移銜接制度;其次,制度運(yùn)行層面,應(yīng)完善監(jiān)督體制,提高管理效率,確;鸨V翟鲋;再次,經(jīng)濟(jì)基礎(chǔ)層面,建立合理的財政分擔(dān)機(jī)制,積極促進(jìn)集體經(jīng)濟(jì)發(fā)展,增加農(nóng)民個人收入;最后,社會因素層面,應(yīng)不斷加強(qiáng)社會保險意識,提高年輕農(nóng)民的參保意愿。
[Abstract]:For a long time, China's rural social endowment insurance has been in a tortuous state of development or stagnation, most of the rural population outside the social security network. With the rapid development of society, the traditional family pension. The function of land pension is weakening gradually, which makes the rural population who are free from the social security network have to face the severe pension problem. The resulting social contradictions are becoming increasingly prominent. The proportion of rural population in our country is as high as 50.32. If we do not properly solve the pension problem of rural population, it will seriously affect social stability. In this case, the new rural social old-age insurance (hereinafter referred to as the New Rural Insurance) system is shouldering the important historical mission of rural population pension in China. As a new pension system, the sustainable development of the new rural insurance will be able to solve the needs of the rural population, accelerate the rural economic development, and promote the stability and harmony of the rural and even the whole society. It is of great practical significance to study the sustainable development of new rural insurance. As a result of the new rural insurance "Baoji model" as a pilot widely spread in the country, so. Taking Baoji as an example, it is of universal significance to study the sustainable development of new rural insurance. This paper highlights the important position of the new rural insurance "Baoji model" in the summary and comparison of various modes of new rural insurance in China. And taking the sustainable development of new rural insurance in Baoji as the research object to formulate the research program. On the basis of summing up the scholars' setting of sustainable development indicators of social endowment insurance, according to the characteristics of the new rural insurance. The sustainable development of new rural insurance indicators, including qualitative indicators and quantitative indicators, and then based on the indicators of Baoji new sustainable development of rural insurance empirical analysis. Then through the empirical analysis summed up Baoji new rural insurance sustainable development constraints factor: 1, system design level: mainly including the lack of insurance characteristics to restrict its development, low level of security. It is difficult to link up with other old-age insurance systems; 2, system operation level: mainly include lack of supervision mechanism, low management efficiency and difficulty in maintaining the value of the fund; 3, the economic foundation level: mainly includes the government subsidy each level financial sharing mechanism is unreasonable, the collective economy subsidy is nominal, the individual contribution ability is on the low side; 4, social factors: including the backward awareness of social insurance, labor mobility leads to low willingness of young people to participate in insurance. Finally, this paper puts forward the corresponding countermeasures and suggestions in view of the summarized constraints. First of all. At the level of system design, we should further improve the new rural insurance system, increase the accumulation of individual accounts, increase government financial subsidies, and improve the transfer link system between the new rural insurance and other old-age security; Secondly, at the operational level of the system, we should perfect the supervision system, improve the efficiency of management, and ensure the maintenance and increase of the value of the fund. Thirdly, on the level of economic base, we should establish reasonable financial sharing mechanism, actively promote the development of collective economy and increase the individual income of farmers. Finally, social factor level, should strengthen the social insurance consciousness unceasingly, enhances the young farmer to participate in the insurance will.
