【摘要】：農(nóng)業(yè)是國民經(jīng)濟的基礎(chǔ)產(chǎn)業(yè)，發(fā)展好壞直接關(guān)系到國計民生。而相對其他行業(yè)不論從風險數(shù)量、管理難度上都處于較高水平，而需要應(yīng)對這些風險的人群卻是知識層次相對低、應(yīng)對方法相對貧乏的農(nóng)民，因此發(fā)展利用農(nóng)業(yè)保險來管理和分散農(nóng)業(yè)風險是尤為重要的。 本文首先梳理回顧了我國農(nóng)業(yè)保險發(fā)展歷程以及農(nóng)業(yè)保險試點進展，通過對試點情況的梳理，歸納總結(jié)我國農(nóng)業(yè)保險存在的問題。接著以一定順序重點分析介紹發(fā)達國家和發(fā)展中國家的農(nóng)業(yè)保險實踐成功案例，概括各國農(nóng)業(yè)保險發(fā)展的基本特征和差異，通過對比分析國內(nèi)外農(nóng)業(yè)保險發(fā)展機制和模式，揭示我國農(nóng)業(yè)保險發(fā)展困境的內(nèi)在原因，并在此基礎(chǔ)上提出我國農(nóng)業(yè)保險發(fā)展建議。 本文主要研究結(jié)論： 第一，通過梳理我國各地農(nóng)業(yè)保險試點情況（主要包括上海、新疆、吉林、浙江、四川），結(jié)合相關(guān)公共品理論，以農(nóng)業(yè)保險準公共品的性質(zhì)為出發(fā)點，梳理發(fā)現(xiàn)各地發(fā)展模式實質(zhì)分為政府主導(dǎo)、市場主導(dǎo)、政府市場聯(lián)合主導(dǎo)三種模式，而準公共品是需要政府和市場共同提供，，提出今后的農(nóng)業(yè)保險試點實踐，可以跳出固定模式的限制，而以各地不同的資源稟賦配比不同權(quán)重的政府及市場力量，這樣可以更好的貼合各地實際。 第二，歸納總結(jié)我國農(nóng)業(yè)保險現(xiàn)在仍然存在的問題和障礙，由于在試點的基礎(chǔ)上農(nóng)業(yè)保險發(fā)展仍然存在這些問題，所以可能我國農(nóng)業(yè)保險發(fā)展的問題并非是單純的發(fā)展模式的問題，因此我們比對了不同稟賦的國家農(nóng)業(yè)發(fā)展成功經(jīng)驗。如美國這種有未來農(nóng)業(yè)發(fā)展代表性特征的發(fā)達國家，發(fā)展農(nóng)業(yè)保險經(jīng)驗；同屬于亞洲，有著共同的農(nóng)業(yè)特征，農(nóng)戶多、發(fā)展分散等，但屬于發(fā)達國家的日本，也有同屬亞洲，同屬發(fā)展中國家的菲律賓。我們將這些國家發(fā)展經(jīng)驗的關(guān)注重點，跳脫出模式的框架，重點考察相關(guān)的各項制度，并在此基礎(chǔ)上提出政策建議。
[Abstract]:Agriculture is the basic industry of the national economy, the development quality is directly related to the national economy and people's livelihood. Compared with other industries, both in terms of the number of risks, management difficulties are at a higher level. However, the people who need to deal with these risks are farmers with relatively low level of knowledge and poor coping methods, so it is particularly important to develop and use agricultural insurance to manage and disperse agricultural risks. Firstly, this paper reviews the development of agricultural insurance in China and the progress of agricultural insurance pilot, through the combing of the pilot situation. The problems of agricultural insurance in China are summarized. Then the successful cases of agricultural insurance practice in developed and developing countries are analyzed in a certain order, and the basic characteristics and differences of agricultural insurance development in different countries are summarized. Based on the comparative analysis of the development mechanism and mode of agricultural insurance at home and abroad, this paper reveals the internal causes of the predicament of agricultural insurance development in China, and puts forward some suggestions for the development of agricultural insurance in China. The main conclusions of this paper are as follows: First, through combing the pilot situation of agricultural insurance in various parts of our country (including Shanghai, Xinjiang, Jilin, Zhejiang, Sichuan), combining with the theory of related public goods, taking the nature of quasi-public goods of agricultural insurance as the starting point. Combing and finding that the development model of various regions is essentially divided into three modes: government leading, market leading, government market leading, and quasi-public goods need to be provided by the government and the market together, and put forward the agricultural insurance pilot practice in the future. The government and market forces with different resource endowments and different weights can jump out of the restriction of fixed mode, which can better match the reality of different places. Second, summarize the problems and obstacles that still exist in China's agricultural insurance, because of the development of agricultural insurance on the basis of the pilot there are still these problems. So perhaps the development of agricultural insurance in China is not a simple development model of the problem. Therefore, we compare the successful experiences of agricultural development in countries with different endowments, such as the United States, which has the representative characteristics of agricultural development in the future, and the experience of developing agricultural insurance; Both belong to Asia and share the same characteristics of agriculture, many farmers, scattered development and so on, but Japan, which belongs to the developed countries, also belongs to Asia. The Philippines, which is also a developing country, will focus on the development experience of these countries, jump out of the framework of the model, focus on the relevant systems, and put forward policy recommendations on this basis.
