【摘要】：工程項(xiàng)目的社會(huì)穩(wěn)定風(fēng)險(xiǎn)分析是一項(xiàng)通過風(fēng)險(xiǎn)調(diào)查得出的信息進(jìn)行風(fēng)險(xiǎn)識(shí)別和分析的系統(tǒng)工程。它是項(xiàng)目社會(huì)影響評(píng)價(jià)的重要組成部分,也是國(guó)家促進(jìn)社會(huì)和諧穩(wěn)定的一項(xiàng)重要舉措。隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展,一系列政府投資建設(shè)工程項(xiàng)目不斷啟動(dòng),由于具有投資多樣化、建設(shè)周期長(zhǎng)、風(fēng)險(xiǎn)因素多、影響范圍廣以及建設(shè)規(guī)模大等特點(diǎn),加上近年來由此引起的民眾群體性事件呈現(xiàn)上升趨勢(shì),在國(guó)家高度重視民生的背景下,對(duì)政府投資建設(shè)工程項(xiàng)目的社會(huì)風(fēng)險(xiǎn)因素進(jìn)行識(shí)別并做出評(píng)價(jià)分析具有重要的意義。本文在系統(tǒng)全面地總結(jié)國(guó)內(nèi)外學(xué)者研究現(xiàn)狀以及歸納相關(guān)理論知識(shí)的基礎(chǔ)上,深刻剖析政府投資建設(shè)工程項(xiàng)目產(chǎn)生社會(huì)穩(wěn)定風(fēng)險(xiǎn)問題的原因以及社會(huì)穩(wěn)定風(fēng)險(xiǎn)的分析機(jī)理。然后,構(gòu)建政府投資建設(shè)工程項(xiàng)目社會(huì)穩(wěn)定風(fēng)險(xiǎn)分析體系和相關(guān)標(biāo)準(zhǔn)。最后,通過具體案例分析,研究風(fēng)險(xiǎn)分析體系的合理性。通過本文的研究,希望能夠?yàn)橥晟普顿Y建設(shè)工程項(xiàng)目社會(huì)穩(wěn)定風(fēng)險(xiǎn)分析體系提供新的研究思路。
[Abstract]:The social stability risk analysis of engineering project is a systematic project of risk identification and analysis based on the information obtained from risk investigation. It is an important part of social impact assessment, and also an important measure to promote social harmony and stability. With the rapid economic development of our country, a series of government investment and construction projects have been started, because of the characteristics of diversification of investment, long construction cycle, many risk factors, wide range of influence and large scale of construction, etc. With the increasing trend of mass events in recent years, it is of great significance to identify and evaluate the social risk factors of government construction projects under the background that the state attaches great importance to the people's livelihood. Based on a systematic and comprehensive summary of the current research situation and related theoretical knowledge of scholars at home and abroad, this paper deeply analyzes the causes of social stability risk caused by government investment and construction projects and the analysis mechanism of social stability risk. Then, construct the risk analysis system and related standards of social stability of government investment construction project. Finally, through the concrete case analysis, studies the rationality of the risk analysis system. Through the research of this paper, we hope to provide a new research idea for perfecting the risk analysis system of social stability of government investment and construction project.
