【摘要】：政府PPP基金具有示范帶動社會資本及增信的作用,其效應的發(fā)揮能在我國帶動更大規(guī)模的PPP項目市場,而PPP項目投資作為基礎設施建設的重要組成方式將有力地促進我國的經濟增長。本文在省際比較視角下對我國PPP基金發(fā)展現(xiàn)狀進行了分析,發(fā)現(xiàn)省級PPP基金規(guī)模區(qū)域和投向領域差異明顯,而且存在基金定位不清、資金推進模式影響示范效應發(fā)揮、政府主導PPP基金增信功能不強等問題,并在此基礎上提出了相應的改進建議。
[Abstract]:The government PPP fund has the function of promoting social capital and increasing credit, and its effect can drive the market of PPP project on a larger scale in our country. As an important component of infrastructure construction, PPP project investment will promote China's economic growth. This paper analyzes the current situation of the development of PPP funds in China from the perspective of inter-provincial comparison. It is found that there are obvious differences in the regional scale and investment field of provincial PPP funds, and there are unclear positioning of funds, and the mode of capital promotion affects the demonstration effect. The government-led PPP fund does not have strong credit enhancement function, and on the basis of this, the corresponding improvement suggestions are put forward.
