【摘要】：隨著我國經(jīng)濟(jì)改革的不斷深入,濟(jì)南市物流園區(qū)在經(jīng)過了“十二五”期間的大力發(fā)展后,已度過了以“人多地廣”為特征的初級(jí)階段。物流園區(qū)“點(diǎn)式經(jīng)營”、“信息孤島”的現(xiàn)象開始呈現(xiàn),為了解決園區(qū)發(fā)展弊端,順應(yīng)當(dāng)前國內(nèi)經(jīng)濟(jì)“穩(wěn)中求進(jìn)”的總基調(diào),通過成立濟(jì)南市物流園區(qū)互聯(lián)互通聯(lián)盟,促進(jìn)濟(jì)南市物流業(yè)發(fā)展的新業(yè)態(tài)。本文首先介紹了物流園區(qū)互聯(lián)互通聯(lián)盟的發(fā)展背景及現(xiàn)狀,對(duì)物流園區(qū)互聯(lián)互通聯(lián)盟的相關(guān)理論作了介紹,其中包括物流園區(qū)的相關(guān)理論及物流園區(qū)聯(lián)盟的相關(guān)理論,并對(duì)濟(jì)南市物流園區(qū)現(xiàn)狀進(jìn)行全面分析。其次設(shè)計(jì)了濟(jì)南市物流園區(qū)互聯(lián)互通聯(lián)盟的整體框架,提出了一條由“政府牽頭,協(xié)會(huì)管理、企業(yè)運(yùn)營”的聯(lián)盟實(shí)現(xiàn)途徑,并從園區(qū)資源整合、收益分配機(jī)制、信息化平臺(tái)及標(biāo)準(zhǔn)化建設(shè)四個(gè)方面對(duì)聯(lián)盟進(jìn)行了詳細(xì)地、系統(tǒng)地構(gòu)建。為了聯(lián)盟能夠正常的運(yùn)轉(zhuǎn),最后再分別從信任機(jī)制、激勵(lì)機(jī)制、風(fēng)險(xiǎn)控制機(jī)制三方面總結(jié)聯(lián)盟管理機(jī)制,并從政策性導(dǎo)向措施、聯(lián)盟內(nèi)部協(xié)調(diào)措施、成員企業(yè)自身建設(shè)三個(gè)層面為濟(jì)南市物流園區(qū)互聯(lián)互通聯(lián)盟順利的運(yùn)行提出了保障措施,對(duì)研究內(nèi)容進(jìn)行了結(jié)論與展望。
[Abstract]:With the deepening of China's economic reform, the logistics park of Jinan has passed through the initial stage characterized by "people, many places and wide areas" after the vigorous development of the "12th Five-Year Plan" period. The phenomenon of "point operation" and "information isolated island" in logistics park began to appear. In order to solve the problems of park development and conform to the general keynote of "steady progress" of domestic economy, through the establishment of Jinan logistics park interconnection alliance, To promote the development of Jinan logistics industry in the new form. This paper first introduces the development background and current situation of logistics park interconnection alliance, and introduces the related theory of logistics park interconnection alliance, including the relevant theory of logistics park and logistics park alliance. And the current situation of Jinan logistics park is comprehensively analyzed. Secondly, the paper designs the overall framework of the logistics park interconnection alliance in Jinan, and puts forward a way to realize the alliance, which is led by the government, managed by the association and operated by the enterprise, and integrates the resources of the park and the mechanism of income distribution. Information platform and standardization construction of four aspects of the alliance in detail, systematic construction. In order to run the alliance normally, finally summarize the alliance management mechanism from three aspects of trust mechanism, incentive mechanism and risk control mechanism, and from the policy-oriented measures, the alliance internal coordination measures, The three levels of the member enterprises' self-construction provide the guarantee measures for the smooth operation of the logistics park interconnection alliance in Jinan, and the conclusion and prospect of the research contents are also given.
