【摘要】:PPP(Public Private Partnership)是政府借助市場(chǎng)化手段,引入社會(huì)資本建設(shè)大型公共基礎(chǔ)設(shè)施,提供公共產(chǎn)品、公共服務(wù)的一種模式。該種模式下,由傳統(tǒng)的政府直接投資建設(shè)公共基礎(chǔ)設(shè)施,直接提供公共產(chǎn)品、公共服務(wù),轉(zhuǎn)變?yōu)檎谟枭鐣?huì)資本特許經(jīng)營(yíng)權(quán)或向社會(huì)資本購(gòu)買(mǎi)服務(wù),由社會(huì)資本有條件地替代政府,完成向社會(huì)公眾提供公共產(chǎn)品或公共服務(wù)。推廣PPP模式是促進(jìn)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)型升級(jí),釋放民間資本投資活力,提升社會(huì)公共產(chǎn)品和服務(wù),提高供給效率和質(zhì)量的有效舉措,有利于拓寬社會(huì)資本投資渠道,增強(qiáng)經(jīng)濟(jì)增長(zhǎng)的內(nèi)生動(dòng)力,推動(dòng)各類(lèi)資本相互融合、優(yōu)勢(shì)互補(bǔ),實(shí)現(xiàn)利益共享、合作共贏。但PPP模式的推廣僅依靠政策支持和法律保障是不夠的,還需要具備其賴以生存和發(fā)展的商業(yè)環(huán)境,特別是社會(huì)資本所固有的逐利屬性必然要求PPP項(xiàng)目具備適度的盈利空間、清晰的投資回報(bào)機(jī)制,從而使項(xiàng)目具備商業(yè)上的可行性。因此,遵循市場(chǎng)經(jīng)濟(jì)的客觀規(guī)律,探究社會(huì)資本投資的回報(bào)機(jī)制是積極推廣PPP模式的重要前提。本文主要探討PPP模式下高速公路項(xiàng)目回報(bào)機(jī)制問(wèn)題,主要從以下幾個(gè)方面來(lái)分析:首先,介紹了高速公路PPP項(xiàng)目的理論基礎(chǔ),包括PPP模式的有關(guān)概念、高速公路的特點(diǎn)和典型的PPP模式。其次分析了高速公路PPP模式建設(shè)的回報(bào)機(jī)制,包括PPP模式的通用回報(bào)機(jī)制、高速公路PPP項(xiàng)目的回報(bào)機(jī)制原理,并在此基礎(chǔ)上提出高速公路PPP項(xiàng)目回報(bào)測(cè)算公式。再次以ZN項(xiàng)目為例,按照財(cái)政部公布的PPP項(xiàng)目采購(gòu)程序,具體分析了 ZN高速公路項(xiàng)目回報(bào)機(jī)制的效果。接下來(lái)根據(jù)河南省ZN高速公路項(xiàng)目PPP模式的實(shí)踐經(jīng)驗(yàn),提出交通領(lǐng)域PPP模式回報(bào)機(jī)制設(shè)計(jì)應(yīng)用的對(duì)策建議。最后一部分是對(duì)文章的總結(jié),提出今后有待進(jìn)一步研究的問(wèn)題,對(duì)下一步工作進(jìn)行展望。
[Abstract]:PPP(Public Private partnership is a kind of mode that the government uses market-oriented means to introduce social capital to build large public infrastructure, provide public goods and public services. In this mode, the traditional government directly invests in the construction of public infrastructure, directly provides public goods and public services, and turns into the government granting social capital franchise or purchasing services from social capital. A conditional replacement of government by social capital to complete the provision of public goods or services to the public. Popularizing the PPP model is an effective measure to promote the transformation and upgrading of economic development mode, release the vitality of private capital investment, promote social public goods and services, improve the efficiency and quality of supply, and widen the channels of social capital investment. Strengthen the endogenous driving force of economic growth, promote the mutual integration of all kinds of capital, complement each other, realize benefit sharing and win-win cooperation. However, it is not enough to rely on the policy support and legal guarantee for the promotion of PPP model. It is also necessary to have the commercial environment on which it depends for survival and development. Especially, the inherent profit-driven attribute of social capital will inevitably require the PPP project to have a moderate profit space. A clear return on investment makes the project commercially viable. Therefore, following the objective laws of market economy and exploring the return mechanism of social capital investment is an important prerequisite to actively promote the PPP model. This paper mainly discusses the return mechanism of expressway project under PPP mode, and analyzes it from the following aspects: firstly, it introduces the theoretical basis of expressway PPP project, including the related concept of PPP model. The characteristics of freeway and typical PPP mode. Secondly, the paper analyzes the return mechanism of expressway PPP mode construction, including the general return mechanism of PPP mode, the principle of expressway PPP project return mechanism, and puts forward the formula of expressway PPP project return calculation. Thirdly, taking the ZN project as an example, according to the procurement procedure of PPP project announced by the Ministry of Finance, the effect of the return mechanism of the ZN expressway project is analyzed in detail. Then according to the practical experience of the PPP model of ZN expressway project in Henan province, the paper puts forward the countermeasures and suggestions for the design and application of the return mechanism of PPP mode in the field of transportation. The last part is the summary of the article, put forward the problems to be further studied, and the future work is prospected.
