【摘要】：20世紀(jì)90年代以來,得益于貿(mào)易壁壘的削弱和IT技術(shù)的快速發(fā)展,服務(wù)貿(mào)易交易成本在不斷下降,離岸服務(wù)外包獲得了良好的發(fā)展環(huán)境,因而對更多跨國公司而言變得可行,服務(wù)外包成為新一輪產(chǎn)業(yè)轉(zhuǎn)移新的主要推動力量。服務(wù)外包在比較優(yōu)勢和規(guī)模效應(yīng)的基礎(chǔ)上,基于勞動力成本差異的動因,在增加就業(yè)數(shù)量、提高就業(yè)質(zhì)量方面表現(xiàn)突出,再加上我國當(dāng)前面臨的就業(yè)形勢要求我們高度關(guān)注離岸服務(wù)外包在擴(kuò)大就業(yè)數(shù)量方面的潛力。要想解決中國當(dāng)前的就業(yè)問題,需要調(diào)整就業(yè)結(jié)構(gòu)不適合我國當(dāng)前國情的方面,降低人才在產(chǎn)業(yè)間流動的成本和壁壘,大力發(fā)展第三產(chǎn)業(yè)的就業(yè)潛力。2006年,我國政府關(guān)注到新興的離岸服務(wù)外包產(chǎn)業(yè)的優(yōu)勢,順應(yīng)離岸服務(wù)外包的發(fā)展趨勢,先后設(shè)立了 21個(gè)服務(wù)外包示范城市,發(fā)揮示范城市的模范帶頭作用與產(chǎn)業(yè)集聚效應(yīng),鞏固我國服務(wù)外包人.才的培養(yǎng)以及海歸人才的回流,創(chuàng)造了良好的服務(wù)外包接包的環(huán)境。本文首先梳理國內(nèi)外離岸服務(wù)外包相關(guān)的文獻(xiàn),重點(diǎn)整理了離岸服務(wù)外包對就業(yè)的影響的相關(guān)文獻(xiàn)。其次,描述了離岸服務(wù)外包在我國的發(fā)展現(xiàn)狀以及我國的就業(yè)現(xiàn)狀。再次,在此基礎(chǔ)上對承接離岸服務(wù)外包對就業(yè)的拓展效應(yīng)及離岸服務(wù)外包尤其是接包對就業(yè)的具體的影響途徑進(jìn)行分析,分為產(chǎn)業(yè)集聚等方面。最后,對離岸服務(wù)外包的承接和發(fā)包對我國就業(yè)量以及就業(yè)的產(chǎn)業(yè)結(jié)構(gòu)的影響進(jìn)行實(shí)證分析,發(fā)現(xiàn)離岸服務(wù)外包的發(fā)包和接包對我國的就業(yè)總量和三次產(chǎn)業(yè)的就業(yè)量分別產(chǎn)生了不同的影響,進(jìn)而造成了就業(yè)的產(chǎn)業(yè)結(jié)構(gòu)的變化。并將結(jié)果匯總至一張總表格里。最后,針對結(jié)論提出了相關(guān)的政策建議。理論和實(shí)證的分析均表明:總體上,承接離岸服務(wù)外包對我國就業(yè)量有一定的抑制作用。進(jìn)而具體分析離岸服務(wù)外包對三次產(chǎn)業(yè)各自的就業(yè)量的影響時(shí),發(fā)現(xiàn):不論是承接離岸服務(wù)外包還是離岸服務(wù)外包的發(fā)包,對我國就業(yè)結(jié)構(gòu)進(jìn)行了適當(dāng)?shù)恼{(diào)整。本文得出的具體結(jié)論是:承接國際服務(wù)外包對我國第三產(chǎn)業(yè)就業(yè)數(shù)量的增長有積極作用;對第一產(chǎn)業(yè)和第二產(chǎn)業(yè)的就業(yè)數(shù)量有抑制作用。
[Abstract]:Since the 1990s, due to the weakening of trade barriers and the rapid development of IT technology, the transaction costs of trade in services have been declining, and offshore services outsourcing has gained a good development environment, so it becomes feasible for more multinational companies. Service outsourcing has become a new round of industrial transfer a new major driving force. On the basis of comparative advantage and scale effect, service outsourcing is outstanding in increasing employment quantity and improving employment quality based on the motivation of labor cost difference. In addition, the current employment situation in China requires us to pay close attention to the potential of offshore service outsourcing in expanding the number of employment. In order to solve the current employment problem in China, it is necessary to adjust the employment structure which is not suitable for the current situation of our country, to reduce the cost and barriers to the flow of talents between industries, and to vigorously develop the employment potential of the tertiary industry. In 2006, Our government pays close attention to the advantages of the emerging offshore service outsourcing industry, conforms to the development trend of offshore service outsourcing, and has successively established 21 service outsourcing demonstration cities, which play the exemplary leading role and the industrial agglomeration effect of the demonstration cities. Consolidate our service outsourcers. The cultivation of talent and the return of returned overseas talents have created a good environment for outsourcing and contracting. This paper first combs the domestic and foreign offshore service outsourcing related literature, focusing on the impact of offshore service outsourcing on employment related literature. Secondly, it describes the development of offshore service outsourcing in China and the employment situation in China. Thirdly, on this basis, the paper analyzes the expansion effect of offshoring service outsourcing on employment and the specific influence ways of offshoring service outsourcing, especially outsourcing on employment, which can be divided into industrial agglomeration and so on. Finally, the paper makes an empirical analysis of the impact of offshore service outsourcing and outsourcing on the employment volume and the industrial structure of employment in China. It is found that the outsourcing and contracting of offshore services have different effects on the total employment and the employment of the three industries in China, and then cause the change of the industrial structure of employment. The results are summarized into a master table. Finally, the paper puts forward the relevant policy recommendations for the conclusion. The theoretical and empirical analysis shows that: generally, undertaking offshore service outsourcing has a certain restraining effect on the employment volume of our country. Then the paper analyzes the influence of offshore service outsourcing on the employment volume of the three industries and finds out that the employment structure of our country has been adjusted appropriately whether it is to undertake the offshoring service outsourcing or the offshoring service outsourcing contract. The specific conclusions of this paper are as follows: undertaking international service outsourcing has a positive effect on the growth of the employment of the tertiary industry in China, and has a restraining effect on the number of employment in the primary and secondary industries.
