【摘要】:信托行業(yè)作為我國(guó)金融領(lǐng)域重要的組成部分之一,涉及資本、貨幣和產(chǎn)業(yè)市場(chǎng)等多方面,其在我國(guó)宏觀經(jīng)濟(jì)中的地位愈加明顯。在信托行業(yè)中,作為重點(diǎn)業(yè)務(wù)類型的房地產(chǎn)信托在整個(gè)房地產(chǎn)行業(yè)的發(fā)展過(guò)程中作用不容小覷,因此探討信托公司房地產(chǎn)行業(yè)風(fēng)險(xiǎn)管理研究具有必要的理論價(jià)值和現(xiàn)實(shí)意義。房地產(chǎn)信托是房地產(chǎn)重要的融資渠道之一,可持續(xù)的發(fā)展房地產(chǎn)信托行業(yè),對(duì)我國(guó)經(jīng)濟(jì)發(fā)展及民生建設(shè)起到巨大的推動(dòng)作用。我國(guó)信托業(yè)誕生以來(lái)較長(zhǎng)時(shí)間處于銀行、證券、保險(xiǎn)等金融行業(yè)的附屬地位,2008年以后伴隨國(guó)家4萬(wàn)億投資的出臺(tái),房地產(chǎn)迎來(lái)了快速發(fā)展的黃金時(shí)期,同時(shí)由于信托行業(yè)具有為房地產(chǎn)配套融資的天然屬性,也迎來(lái)了井噴似的發(fā)展。在信托行業(yè)高速的發(fā)展背景下,信托公司治理模式與外部經(jīng)濟(jì)環(huán)境變化考驗(yàn)著其管理及風(fēng)控水平。目前信托實(shí)務(wù)中風(fēng)險(xiǎn)管理機(jī)制較為繁雜,根據(jù)現(xiàn)有風(fēng)險(xiǎn)控制與管理措施迫切需要對(duì)房地產(chǎn)信托整個(gè)體系的搭建設(shè)立有效的防火墻機(jī)制,在各個(gè)流程節(jié)點(diǎn)設(shè)優(yōu)化提升風(fēng)險(xiǎn)管理水平與機(jī)制,做到風(fēng)險(xiǎn)有效的隔離。對(duì)于信托公司來(lái)說(shuō),他的運(yùn)營(yíng)中心和重點(diǎn)在于風(fēng)險(xiǎn)管控,只要擁有完整健全的風(fēng)險(xiǎn)管理機(jī)制就能夠有效的防止業(yè)務(wù)過(guò)程中產(chǎn)生的風(fēng)險(xiǎn)擴(kuò)散到其他金融系統(tǒng)內(nèi),并保證各金融系統(tǒng)體系之間的相對(duì)穩(wěn)定。目前非標(biāo)準(zhǔn)化的風(fēng)險(xiǎn)管理機(jī)制是信托業(yè)務(wù)操作過(guò)程中的采取的主要方法,不同的信托產(chǎn)品對(duì)應(yīng)不同的交易模型及風(fēng)控措施,但項(xiàng)目發(fā)生風(fēng)險(xiǎn)時(shí),從根本上難起到管理風(fēng)險(xiǎn)的目的,因此迫切需要構(gòu)建更為全面有效的風(fēng)險(xiǎn)管理機(jī)制。本文首先闡述房地產(chǎn)信托的產(chǎn)生意義及背景;然后詳細(xì)介紹房地產(chǎn)信托的基本概念及發(fā)展情況;其次從平安信托公司的基本情況及其房地產(chǎn)業(yè)務(wù)的發(fā)展情況展開(kāi)分析,運(yùn)用定量及定性等評(píng)價(jià)方法,將房地產(chǎn)信托行業(yè)風(fēng)險(xiǎn)因素結(jié)合風(fēng)險(xiǎn)管理案例進(jìn)行實(shí)證分析,并借鑒其他信托模式對(duì)如何防范和化解房地產(chǎn)信托風(fēng)險(xiǎn)提出要求;最后根據(jù)平安信托房地產(chǎn)業(yè)務(wù)的風(fēng)險(xiǎn)成因,從三個(gè)方面提出相應(yīng)的優(yōu)化方式及對(duì)策:一是如何加強(qiáng)信托行業(yè)的內(nèi)部控制與外部監(jiān)管,二是如何建立房地產(chǎn)風(fēng)險(xiǎn)化解與緩沖的措施,三是強(qiáng)化信托公司風(fēng)險(xiǎn)管理水平。
[Abstract]:Trust industry, as one of the important components of financial field in China, involves capital, currency and industrial market, and its position in China's macro economy is becoming more and more obvious.In the trust industry, the real estate trust, as the key business type, plays an important role in the development of the whole real estate industry. Therefore, it is of necessary theoretical value and practical significance to study the risk management of the real estate industry of the trust company.The real estate trust is one of the important financing channels of the real estate. The sustainable development of the real estate trust industry plays a huge role in promoting the economic development and livelihood construction of our country.China's trust industry has been attached to the banking, securities, insurance and other financial industries for a long time since the birth of the trust industry. After 2008, with the introduction of the country's $4 trillion investment, real estate has ushered in a golden period of rapid development.At the same time, because the trust industry has the nature of supporting financing for real estate, also ushered in a blowout-like development.Under the background of the rapid development of trust industry, the management and risk control level of trust companies are tested by the governance mode and the changes of external economic environment.At present, the risk management mechanism in the trust practice is complicated. According to the existing risk control and management measures, it is urgent to set up an effective firewall mechanism to build the whole system of the real estate trust.Optimize and improve the risk management level and mechanism in each process node to achieve effective risk isolation.For a trust company, its operations center and focus is on risk management, and having a complete and sound risk management mechanism can effectively prevent the spread of risk in the course of the business to other financial systems.And to ensure the relative stability of the financial system.At present, the non-standardized risk management mechanism is the main method used in the operation of trust business. Different trust products correspond to different transaction models and risk control measures, but when the project is at risk,It is difficult to manage risk fundamentally, so it is urgent to construct a more comprehensive and effective risk management mechanism.This paper first describes the meaning and background of real estate trust; then introduces the basic concept and development of real estate trust in detail; secondly, analyzes the basic situation of Ping an Trust Company and the development of real estate business.Using quantitative and qualitative evaluation methods, the real estate trust industry risk factors combined with risk management case empirical analysis, and draw lessons from other trust models on how to prevent and resolve the real estate trust risk requirements;Finally, according to the risk causes of Ping an Trust's real estate business, this paper puts forward the corresponding optimization methods and countermeasures from three aspects: first, how to strengthen the internal control and external supervision of the trust industry.The second is how to establish real estate risk mitigation and buffer measures, the third is to strengthen the risk management level of trust companies.
