【摘要】：自2005年開始,深圳市在調(diào)整產(chǎn)業(yè)結(jié)構(gòu)方面傾注了大量心血,有意識地把勞動密集型企業(yè)轉(zhuǎn)移至廣東省其它縣市以及我國中西部地區(qū)。眾所周知,中西部地區(qū)的社會成本較為低廉,深圳市將自身的企業(yè)轉(zhuǎn)向其它地區(qū),從某種程度上分散了深圳市的主體地位,致使珠三角貨源中心的地位動搖。除此之外,受美國次貸危機(jī)的影響,國際經(jīng)濟(jì)的發(fā)展速度有所放緩,當(dāng)下經(jīng)濟(jì)危機(jī)的負(fù)面影響正在日趨擴(kuò)大,從虛擬經(jīng)濟(jì)蔓延至實體經(jīng)濟(jì),從西方國家蔓延至全球多個國家,從沿海蔓延到內(nèi)陸,從出口業(yè)蔓延至多個行業(yè),從中小企業(yè)蔓延至跨國公司。深圳市經(jīng)濟(jì)的發(fā)展過度依賴出口業(yè),在國際經(jīng)濟(jì)萎縮的情況下,深圳市大量的從事出口業(yè)務(wù)的企業(yè)瀕臨破產(chǎn)。物流業(yè)作為依托型較強的服務(wù)業(yè),也受到了較大的打擊,發(fā)展前景堪憂。在市場波動比較劇烈的情況下,政府作為市場宏觀調(diào)控主體,其公共政策對物流產(chǎn)業(yè)發(fā)展的影響正逐漸凸顯。在這種情況下,如何以更加合理、科學(xué)、高效的形式更好的完善公共政策內(nèi)容、發(fā)揮公共政策作用,成為促進(jìn)深圳市物流產(chǎn)業(yè)健康發(fā)展的重要話題,也成為深圳市物流產(chǎn)業(yè)發(fā)展所必須解決的核心問題。本文正是基于此背景,以深圳市物流業(yè)作為研究對象,對深圳市物流業(yè)公共政策問題進(jìn)行了分析和研究,本文在歸納和總結(jié)國內(nèi)外學(xué)者相關(guān)研究成果的基礎(chǔ)上,闡述了物流業(yè)公共政策的基本概念及相關(guān)理論,進(jìn)一步對深圳市物流業(yè)發(fā)展的公共政策現(xiàn)狀進(jìn)行了分析,具體從引導(dǎo)政策、扶持政策、管制政策這三個方面進(jìn)行闡述。之后,得到了深圳市物流業(yè)發(fā)展公共政策所存在的問題,分別是:導(dǎo)向型政策不健全、稅收優(yōu)惠政策落實不到位、政府監(jiān)管力度不夠;基于所存在的問題,提出了相應(yīng)的解決策略,分別是:完善物流產(chǎn)業(yè)發(fā)展的引導(dǎo)政策、進(jìn)一步落實物流產(chǎn)業(yè)發(fā)展的扶持政策、豐富物流產(chǎn)業(yè)發(fā)展的管制政策。旨在通過這些對策的實施,能夠解決深圳市物流業(yè)在發(fā)展當(dāng)中所暴露出的諸多問題,確保該行業(yè)得以在健康的道路上穩(wěn)定前進(jìn)。
[Abstract]:Since the beginning of 2005, Shenzhen city made painstaking efforts in adjusting the industrial structure, conscious of the labor-intensive enterprises transferred to Guangdong province and other cities in central and western region of China. As everyone knows, the central and western regions of the social cost is low, the Shenzhen city will own enterprise to other areas, to some extent, scattered in Shenzhen city the main body position, resulting in the Pearl River Delta Center Supply shake status. In addition, affected by the subprime mortgage crisis, the development speed of the international economic slowdown, the negative impact of the current economic crisis is increasingly expanding, from the virtual economy spread to the real economy, spread from western countries to many countries around the world, spread from the coast from the export sector to spread to multiple industries, from small and medium-sized enterprises spread to multinational companies. The development of Shenzhen's economy over reliance on exports, in the international economic contraction A large number of cases, the city of Shenzhen in the export business of enterprises on the verge of bankruptcy. The logistics industry is relying on strong service industry, has also been a greater blow, the development prospects are grim. The market volatility is relatively severe case, the government as the market subject of macro-control, the impact of public policy on the development of the logistics industry is gradually highlights in this case, how to be more reasonable, scientific and efficient form, improve the content of public policy, play the role of public policy, has become an important topic to promote the healthy development of Shenzhen's logistics industry, the core issue is the development of the Shenzhen logistics industry must be solved. This article is based on this background, in Shenzhen the logistics industry as the research object, the logistics industry in Shenzhen city public policy analysis and research, this paper summarizes the domestic and foreign research results on the basis of, Describes the basic concept of the logistics industry of public policy and related theory, analyzed the status quo of public policy for the further development of the logistics industry in Shenzhen City, specifically from the policy guidance, policy support, these three aspects of regulatory policy in this paper. Then, the existing public policy of logistics development in Shenzhen City, are: oriented policy is not perfect, the tax preferential policies are not in place, government supervision is not enough; the view of the existing problems, puts forward corresponding solving strategies, namely: improve the logistics industry development policy, to further implement policies to support the development of logistics industry, abundant development of logistics industry control policy aims to implement these strategies. Can, many problems exposed in the development of a solution of the logistics industry in Shenzhen City, to ensure that the industry in a healthy way before.
