工資集體協(xié)商制度對(duì)農(nóng)民工工資增長(zhǎng)的影響機(jī)制研究——對(duì)七大城市的調(diào)查分析

【摘要】:文章通過(guò)2013年度針對(duì)七個(gè)主要城市的實(shí)證調(diào)查,評(píng)估了工資集體協(xié)商制度的實(shí)施與實(shí)際協(xié)商參與對(duì)農(nóng)民工工資的影響。研究發(fā)現(xiàn),工資集體協(xié)商制度的實(shí)施對(duì)農(nóng)民工工資有負(fù)面影響;協(xié)商參與對(duì)農(nóng)民工工資增長(zhǎng)有顯著的正向作用;工資集體協(xié)商制度與參與對(duì)農(nóng)民工工資增長(zhǎng)效應(yīng)在不同個(gè)體、企業(yè)和地區(qū)間存在異質(zhì)性。其中,工資集體協(xié)商制度對(duì)小型規(guī)模、商業(yè)服務(wù)行業(yè)的農(nóng)民工工資增長(zhǎng)效應(yīng)有顯著的積極作用,說(shuō)明制度的實(shí)施可能在組織管理規(guī)范較弱的企業(yè)中較為明確;而工資集體協(xié)商參與則對(duì)初中及以下學(xué)歷以及私有企業(yè)、勞動(dòng)密集型行業(yè)的農(nóng)民工的工資效應(yīng)更為顯著,說(shuō)明協(xié)商參與可能對(duì)原始勞動(dòng)力較低者、勞資關(guān)系較差的企業(yè)員工工資增長(zhǎng)效果更為顯著。研究建議,為增強(qiáng)工資集體協(xié)商制度對(duì)農(nóng)民工工資增長(zhǎng)的有效性,需要建立集體協(xié)商的民主參與機(jī)制,提升農(nóng)民工集體議價(jià)能力,同時(shí)結(jié)合不同農(nóng)民工群體和企業(yè)特點(diǎn),制定更為明確的制度規(guī)范、構(gòu)建相匹配的體制環(huán)境。
[Abstract]:Based on the empirical survey conducted in seven major cities in 2013, this paper assesses the impact of the implementation of wage collective bargaining system and the actual negotiation participation on migrant workers' wages. The implementation of wage collective negotiation system has a negative impact on migrant workers' wages; negotiation participation has a significant positive effect on migrant workers' wage growth; wage collective bargaining system and participation have different effects on migrant workers' wage growth. There is heterogeneity between enterprises and regions. Among them, the wage collective bargaining system has a significant positive effect on the wage growth of migrant workers in small scale and commercial service industries. It shows that the implementation of the system may be more explicit in the enterprises with weak organizational and management norms, while the wage collective bargaining participation has a more significant wage effect on junior high school education and private enterprises, labor intensive industries, migrant workers. It is suggested that the effect of negotiation participation may be more significant for the employees with lower labor force and poor labor relations. The study suggests that in order to enhance the effectiveness of wage collective bargaining system on migrant workers' wage growth, It is necessary to establish a democratic participation mechanism of collective negotiation, to enhance the collective bargaining power of migrant workers, and at the same time to formulate more explicit institutional norms and build a matching institutional environment by combining the characteristics of different migrant workers groups and enterprises.
