【摘要】：城鎮(zhèn)化是擴(kuò)大內(nèi)需的最大潛力。糧食主產(chǎn)區(qū)應(yīng)在保證國(guó)家糧食安全的前提下,加快城鎮(zhèn)化發(fā)展,縮小與糧食主銷區(qū)之間的發(fā)展差距,確保與其他地區(qū)同步實(shí)現(xiàn)全面小康社會(huì)的目標(biāo)。隨著新一輪東北振興計(jì)劃的全面開展,東北糧食主產(chǎn)區(qū)正處于城鎮(zhèn)化發(fā)展的戰(zhàn)略機(jī)遇期。文章在剖析東北糧食生產(chǎn)區(qū)城鎮(zhèn)化發(fā)展問題的基礎(chǔ)上,構(gòu)建提升城鎮(zhèn)化發(fā)展質(zhì)量的支撐體系框架,即人才支撐、產(chǎn)業(yè)支撐、公共服務(wù)支撐、生態(tài)環(huán)境支撐與制度支撐五個(gè)要素支撐子系統(tǒng)。通過內(nèi)外環(huán)連接促進(jìn)城鎮(zhèn)化建設(shè),據(jù)此提出加快支撐體系建設(shè),促進(jìn)主產(chǎn)區(qū)城鎮(zhèn)化發(fā)展質(zhì)量提升的路徑。
[Abstract]:Urbanization is the greatest potential for expanding domestic demand. The main grain producing areas should speed up the development of urbanization and narrow the development gap with the main grain distribution areas on the premise of ensuring national food security. To ensure that the goal of an overall well-off society is realized in sync with other regions. With the full development of the new round of Northeast revitalization plan, The main grain producing area of Northeast China is in the strategic opportunity period of urbanization development. On the basis of analyzing the problems of urbanization development in northeast grain production area, this paper constructs a supporting system framework to improve the development quality of urbanization, that is, talent support and industry support. Public service support, ecological environment support and system support subsystem. Through the connection of internal and external ring to promote the urbanization construction, the paper puts forward the way to accelerate the construction of supporting system and promote the development quality of urbanization in the main producing areas.
