【摘要】：本文借助超效率CCR-DEA模型和Malmquist指數(shù),對(duì)2008~2015年京津冀13個(gè)城市的可持續(xù)發(fā)展效率進(jìn)行了動(dòng)態(tài)測(cè)評(píng)和對(duì)應(yīng)項(xiàng)分解。研究結(jié)果表明:(1)北京與津冀城市的可持續(xù)發(fā)展效率極為不平衡,北京大幅領(lǐng)先于津冀城市并有逐年擴(kuò)大的趨勢(shì);津冀城市可持續(xù)發(fā)展效率的差距有逐年縮小的趨勢(shì);(2)京津冀城市作為一個(gè)整體其可持續(xù)發(fā)展效率在提高,但各城市可持續(xù)發(fā)展效率意義上的純技術(shù)效率幾乎沒(méi)有提升;(3)京津冀各城市投入——產(chǎn)出系統(tǒng)雖處于可持續(xù)發(fā)展效率意義上的規(guī)模經(jīng)濟(jì)階段,但不具有持續(xù)性。未來(lái)京津冀三地應(yīng)充分利用建設(shè)雄安國(guó)家新區(qū)的戰(zhàn)略性歷史機(jī)遇,統(tǒng)一認(rèn)識(shí),密切合作,促進(jìn)京津冀城市經(jīng)濟(jì)、社會(huì)和資源環(huán)境的協(xié)調(diào)可持續(xù)發(fā)展。
[Abstract]:Based on the super-efficiency CCR-DEA model and Malmquist index, this paper makes a dynamic evaluation of the sustainable development efficiency of 13 cities in Beijing-Tianjin-Hebei from 2008 to 2015 and decomposes the corresponding terms. The results show that the sustainable development efficiency of Beijing and Tianjin-Hebei cities is very unbalanced. Beijing is ahead of Tianjin and Hebei cities by a large margin and has the trend of expanding year by year; the gap of sustainable development efficiency of Tianjin and Hebei cities has been narrowing year by year. 2) the sustainable development efficiency of Beijing-Tianjin-Hebei cities as a whole is improving. However, the pure technical efficiency in the sense of sustainable development efficiency of each city has hardly been improved (3) although the input-output system of each city in Beijing, Tianjin and Hebei is in the stage of scale economy in the sense of sustainable development efficiency, In the future, the three places of Beijing, Tianjin and Hebei should make full use of the strategic historical opportunity of constructing Xiong'an National New area, unify their understanding and cooperate closely to promote the coordinated and sustainable development of the city economy, society and resources and environment in Beijing, Tianjin and Hebei.
