【摘要】：小城鎮(zhèn)歷來是學(xué)界研究關(guān)注的熱點(diǎn),作為“城尾鄉(xiāng)頭”,擔(dān)負(fù)著新型城鎮(zhèn)化載體的重要職責(zé),做好小城鎮(zhèn)發(fā)展引導(dǎo)意義重大。江蘇作為東部區(qū)域最有經(jīng)濟(jì)活力的省份之一,發(fā)展除了大中城市的輻射帶動(dòng),很大一部分源于小城鎮(zhèn)經(jīng)濟(jì)的推動(dòng)。本文以揚(yáng)州市為例,通過研究揚(yáng)州小城鎮(zhèn)的發(fā)展差異化,不僅可以自我完善,還可以為欠發(fā)達(dá)地區(qū)的小城鎮(zhèn)差異化成長(zhǎng)提供經(jīng)驗(yàn)借鑒。本文在從動(dòng)力機(jī)制入手,在分析小城鎮(zhèn)差異化發(fā)展的基礎(chǔ)上,著重對(duì)揚(yáng)州小城鎮(zhèn)進(jìn)行了分析。對(duì)揚(yáng)州小城鎮(zhèn)發(fā)展差異特征及差異成因進(jìn)行了深入研究,并對(duì)各分區(qū)小城鎮(zhèn)進(jìn)行了分類指引。首先,在把握小城鎮(zhèn)發(fā)展一般過程和基本規(guī)律的基礎(chǔ)上,構(gòu)建了小城鎮(zhèn)成長(zhǎng)水平評(píng)價(jià)框架,從空間分布指數(shù)、規(guī)模水平指數(shù)、經(jīng)濟(jì)發(fā)展指數(shù)以及基礎(chǔ)設(shè)施指數(shù)四個(gè)方面建立指標(biāo)體系。同時(shí)認(rèn)識(shí)到,小城鎮(zhèn)不同的主導(dǎo)發(fā)展動(dòng)力導(dǎo)致不同的發(fā)展水平。在分析小城鎮(zhèn)成長(zhǎng)內(nèi)在驅(qū)動(dòng)力和外在推動(dòng)力的基礎(chǔ)上,根據(jù)主要?jiǎng)恿Φ牟町悓⑿〕擎?zhèn)的發(fā)展類型分為五類。其次,結(jié)合揚(yáng)州小城鎮(zhèn)的成長(zhǎng)現(xiàn)狀,將揚(yáng)州分為四個(gè)區(qū),根據(jù)構(gòu)建的成長(zhǎng)水平評(píng)價(jià)框架對(duì)四個(gè)分區(qū)進(jìn)行評(píng)價(jià),從整體把握小城鎮(zhèn)的發(fā)展差異。再對(duì)四個(gè)分區(qū)分別以區(qū)際、區(qū)內(nèi)兩個(gè)視角,從空間、規(guī)模、經(jīng)濟(jì)、基礎(chǔ)設(shè)施四個(gè)層面進(jìn)一步探討了揚(yáng)州小城鎮(zhèn)的發(fā)展差異特征,探討了揚(yáng)州小城鎮(zhèn)成長(zhǎng)差異的成因。總結(jié)目前發(fā)展差異存在的問題。再次,從市域?qū)用嫣岢隽藫P(yáng)州小城鎮(zhèn)發(fā)展的總體思路,即空間發(fā)展路徑、規(guī)模發(fā)展路徑、職能發(fā)展路徑、體制創(chuàng)新路徑。在分區(qū)層面,針對(duì)每個(gè)區(qū)差異特征提出了差異化發(fā)展策略：沿江平原地區(qū)建立合理有序的城鎮(zhèn)網(wǎng)絡(luò),淮江平原地區(qū)點(diǎn)狀集聚實(shí)現(xiàn)組團(tuán)發(fā)展,西部丘陵山區(qū)培育落后地區(qū)的增長(zhǎng)極,里下河平原地區(qū)實(shí)現(xiàn)交通線帶動(dòng)城鎮(zhèn)發(fā)展。最后,以儀征市為例進(jìn)行實(shí)證研究。分別對(duì)比了儀征市域范圍內(nèi)的沿江平原地區(qū)和西部丘陵山區(qū),以及西部丘陵山區(qū)內(nèi)的兩個(gè)重點(diǎn)中心鎮(zhèn)。從差異現(xiàn)狀分析到發(fā)展動(dòng)力機(jī)制比較,并提出差異化發(fā)展的策略,為認(rèn)識(shí)小城鎮(zhèn)發(fā)展多樣性、制定多種發(fā)展路徑提供依據(jù)。
[Abstract]:Small towns have always been the hot spot of academic research. As "the heads of cities and towns", they shoulder the important responsibility of the new type of urbanization carrier. It is of great significance to do a good job in guiding the development of small towns. As one of the most economically dynamic provinces in the eastern region, Jiangsu is one of the most economically active provinces in the eastern region. In addition to the radiation drive from large and medium-sized cities, a large part of the development comes from the promotion of the economy of small towns. This paper takes Yangzhou as an example, not only can it improve itself by studying the development differentiation of small towns in Yangzhou, It can also be used as a reference for the differentiation growth of small towns in underdeveloped areas. This paper starts with the dynamic mechanism and analyzes the development of differentiation in small towns. This paper focuses on the analysis of the small towns in Yangzhou. It deeply studies the characteristics and causes of the differences in the development of the small towns in Yangzhou, and classifies the small towns in each sub-district. First of all, it gives a guide to the development of the small towns in Yangzhou. On the basis of grasping the general process and basic law of the development of small towns, this paper constructs a framework for evaluating the growth level of small towns, which includes the spatial distribution index, the scale level index, the spatial distribution index and the scale level index. The index of economic development and the index of infrastructure are established. At the same time, it is recognized that different driving forces of small towns lead to different levels of development. On the basis of analyzing the internal and external driving forces of small towns' growth, According to the difference of main driving force, the development types of small towns are divided into five categories. Secondly, according to the current situation of Yangzhou small towns' growth, Yangzhou is divided into four districts, and the four districts are evaluated according to the evaluation framework of the level of growth. From the overall understanding of the development differences of small towns, the paper further discusses the characteristics of the development differences of small towns in Yangzhou from the four aspects of space, scale, economy and infrastructure. This paper probes into the causes of the difference in the growth of small towns in Yangzhou, summarizes the problems existing in the differences in development at present. Thirdly, it puts forward the general ideas of the development of small towns in Yangzhou from the city level, namely the path of space development, the path of scale development and the path of function development. System innovation path. At the regional level, according to the characteristics of the differences in each region, the paper puts forward the strategy of differentiated development: establishing a reasonable and orderly urban network in the plain along the Yangtze River, realizing the formation and development of the cluster in the Huai River plain. The western hilly and mountainous areas cultivate the growth poles of backward areas, and the Lixiahe Plain realizes the traffic line to drive the development of cities and towns. Finally, Taking Yizheng City as an example, this paper compares the Yangtze River plain area and the western hilly area in Yizheng City, as well as the two key central towns in the western hilly area. From the analysis of the present situation of the difference to the comparison of the dynamic mechanism of the development, the paper makes an empirical study on Yizheng City. The strategy of differential development is put forward to provide the basis for understanding the diversity of development of small towns and formulating various development paths.
