【摘要】：城市基礎(chǔ)設(shè)施是城市得以發(fā)展和進(jìn)步的基礎(chǔ),是人民生活中不可缺少的保障。京津冀協(xié)同發(fā)展和雄安新區(qū)建設(shè)的提出,城鎮(zhèn)化進(jìn)程的加快,給河北省基礎(chǔ)設(shè)施建設(shè)提出了許多新的機(jī)遇和挑戰(zhàn)。河北省城市基礎(chǔ)設(shè)施僅僅依靠傳統(tǒng)的政府投資進(jìn)行建設(shè)遠(yuǎn)不能滿足當(dāng)前需要,在這樣時(shí)間緊、任務(wù)重的背景下,如何破解發(fā)展面臨的難題,為城市基礎(chǔ)設(shè)施建設(shè)選擇適合的道路是迫切的任務(wù)。近年來(lái),在國(guó)家發(fā)展與改革委員會(huì)、財(cái)政部的推廣下,各地在基礎(chǔ)設(shè)施領(lǐng)域開(kāi)始逐步應(yīng)用PPP模式,為河北省城市基礎(chǔ)設(shè)施建設(shè)提供了有益的參考。本文以公共產(chǎn)品理論和項(xiàng)目區(qū)分理論為基礎(chǔ),探討如何將PPP模式有效應(yīng)用于河北省的城市基礎(chǔ)設(shè)施建設(shè)。論文對(duì)河北省城市基礎(chǔ)設(shè)施現(xiàn)狀、投融資現(xiàn)狀進(jìn)行了探討,發(fā)現(xiàn)存在著政府負(fù)債過(guò)重、投資主體單一、城市基礎(chǔ)設(shè)施管理滯后等問(wèn)題和障礙,認(rèn)為PPP模式進(jìn)入河北省城市基礎(chǔ)設(shè)施建設(shè)是可行的。進(jìn)而在前人研究的基礎(chǔ)上,運(yùn)用層次分析法結(jié)合專家打分的方式從經(jīng)濟(jì)因素、社會(huì)影響、項(xiàng)目建設(shè)、運(yùn)營(yíng)能力四個(gè)維度構(gòu)建了指標(biāo)體系,對(duì)河北省城市基礎(chǔ)設(shè)施建設(shè)采用PPP模式的適用性進(jìn)行論證,得出了結(jié)論:PPP模式進(jìn)入城市基礎(chǔ)設(shè)施建設(shè)是可行的,能夠緩解河北省政府債務(wù)危機(jī),搞活城市基礎(chǔ)設(shè)施建設(shè),推動(dòng)京津冀協(xié)同發(fā)展。本文還通過(guò)總結(jié)英國(guó)、美國(guó)和澳大利亞三個(gè)有代表性的國(guó)家和地區(qū)的成功經(jīng)驗(yàn),在借鑒先進(jìn)經(jīng)驗(yàn)的基礎(chǔ)上,對(duì)河北省城市基礎(chǔ)設(shè)施建設(shè)應(yīng)用PPP模式的相關(guān)問(wèn)題進(jìn)行了探討,旨在為有關(guān)部門(mén)提出有益的參考。
[Abstract]:Urban infrastructure is the basis for the development and progress of the city and an indispensable guarantee for the people's life. The coordinated development of Beijing, Tianjin and Hebei, the construction of Xiong'an New District and the acceleration of the urbanization process. Many new opportunities and challenges have been put forward to the infrastructure construction of Hebei Province. The urban infrastructure of Hebei Province can not meet the current needs only by relying on the traditional government investment, so the time is tight. Under the background of heavy task, how to solve the problem of development and choose the right way for urban infrastructure construction is an urgent task. In recent years, under the promotion of the National Development and Reform Commission, the Ministry of Finance. Local infrastructure began to gradually apply the PPP model for urban infrastructure construction in Hebei Province to provide a useful reference. This paper is based on the theory of public goods and the theory of project differentiation. This paper discusses how to effectively apply the PPP model to the urban infrastructure construction in Hebei Province. This paper discusses the present situation of urban infrastructure investment and financing in Hebei Province and finds that there is excessive government debt. The investment body is single, the urban infrastructure management lags behind and other problems and obstacles, think that the PPP model into Hebei Province urban infrastructure construction is feasible, and then on the basis of previous studies. The index system is constructed from the four dimensions of economic factor, social impact, project construction and operation ability by using AHP combined with expert scoring. The applicability of using PPP model in urban infrastructure construction in Hebei Province is demonstrated and the conclusion is drawn that it is feasible to enter into urban infrastructure construction and can alleviate the debt crisis of Hebei provincial government. Through summing up the successful experiences of three representative countries and regions, Britain, the United States and Australia, the paper also draws lessons from the advanced experience. This paper discusses the application of PPP model in urban infrastructure construction in Hebei Province, aiming at providing useful reference for relevant departments.
