【摘要】：住房問題是重要的民生問題,為進一步改善全國低收入居民的居住條件,提升民眾幸福度,促進房地產(chǎn)市場科學健康發(fā)展,促進經(jīng)濟可持續(xù)發(fā)展,促進社會和諧穩(wěn)定,扎實推進全面深化改革,按期實現(xiàn)“兩個一百年”奮斗目標,全國各地均加大保障性住房建設(shè)力度。當前我國各一線、二線城市,如上海、北京、杭州等地已將建設(shè)保障性住房列為政府工作重點,積極開展多種形式的保障性住房建設(shè)工作,受到了民眾的廣泛關(guān)注和一致好評。反觀我國中小城市的保障性住房建設(shè)工作卻仍在初級階段,沒有針對中小城市經(jīng)濟發(fā)展落后、城市人口少、低收入居民數(shù)量多等實際情況的制定因地制宜的建設(shè)體系,一味照搬大型城市建設(shè)模式。本文旨在借助保障性住房的相關(guān)建設(shè)理論,以政府責任為切入點,通過實地調(diào)查等方式,深入了解中小城市保障性住房建設(shè)現(xiàn)狀,總結(jié)其存在的問題,全面分析問題成因,并借鑒國外發(fā)達國家和國內(nèi)一、二線城市保障性住房建設(shè)經(jīng)驗,針對中小城市實際情況提出科學、完善、可操作性強的建設(shè)中小城市保障性住房的對策建議。本文主體共分為五大部分:第一章緒論,介紹了選題的背景與意義、研究現(xiàn)狀、研究方法;第二章全面研究保障性住房相關(guān)理論;第三章介紹了中國保障性住房的發(fā)展歷程和中小城市保障性住房建設(shè)現(xiàn)狀,歸納出中小城市保障性住房建設(shè)存在的問題,深入分析問題成因;第四章借鑒國內(nèi)外保障性住房建設(shè)的先進經(jīng)驗;第五章根據(jù)前文總結(jié)的問題,從完善法律法規(guī)、健全政策體系、加大監(jiān)督狠抓落實、拓寬渠道加大投入、建設(shè)新理念新型住宅五方面有針對性提出建設(shè)中小城市保障性住房的對策建議。
[Abstract]:Housing is an important livelihood issues, to further improve the living conditions of low-income residents, improve people's well-being, and promote the healthy development of the real estate market, and promote sustainable economic development, promote social harmony and stability, and promote the comprehensive deepening reform, according to the period of "two one hundred year" goal, all over the country have increased affordable housing construction efforts. At present, China's all front-line and second-tier cities, such as Shanghai, Beijing, Hangzhou and other places, have set up affordable housing as the focus of government work, and actively carry out various forms of affordable housing construction, which has been widely concerned and praised by the public. In contrast, small and medium-sized city in China's affordable housing construction work is still in the primary stage, no construction system for small and medium-sized city, city economic development of backward small population, the number of low income residents and the actual situation of the local conditions, blindly copying the large-scale city construction mode. This paper aims to use the related theory of the construction of affordable housing, the government responsibility as the breakthrough point, through field surveys, in-depth understanding of the current situation of the construction of small and medium-sized city of affordable housing, and summarized the existing problems, a comprehensive analysis of the causes of the problem, and learn from foreign developed countries and domestic first and second tier city affordable housing construction experience, according to the actual small and medium-sized city put forward the scientific, perfect and operable suggestions of small and medium-sized city affordable housing. This paper is divided into five main parts: the first chapter introduces the research background and significance of the topic, the current situation and research methods; the second chapter, a comprehensive study of affordable housing related theory; the third chapter introduces the present situation of the construction of housing security China development of housing and the protection of small and medium city, summarized the existing construction of small and medium sized city security housing problems, in-depth analysis of the causes of the problem; the fourth chapter from the advanced experience of the construction of affordable housing at home and abroad; the fifth chapter summary according to the above problems, including improving laws and regulations, perfecting the policy system, strengthen supervision and implement the plan, broaden the channels to increase investment and new idea of the construction of new residential five aspects puts forward suggestions and Countermeasures for the construction of city of affordable housing.
