【摘要】：“政府購買教育服務(wù)”這一概念于2010年被首次引入國務(wù)院《關(guān)于當(dāng)前發(fā)展學(xué)前教育的若干意見》文件中,引起了社會(huì)關(guān)注,并帶動(dòng)起各界對(duì)政府購買教育服務(wù)這一政策的探索。學(xué)前教育階段作為孩子接受教育的起點(diǎn),對(duì)孩子的成長(zhǎng)起著至關(guān)重要的作用。自改革開放以來,學(xué)前教育普及程度越來越高,但是與國民教育體系中的其他高等教育、中等職業(yè)教育、小學(xué)教育相比,依舊是相對(duì)薄弱的環(huán)節(jié),在發(fā)展過程中凸顯出了很多問題,如優(yōu)質(zhì)學(xué)前教育資源供給不足、城鄉(xiāng)區(qū)域發(fā)展不平衡、保教質(zhì)量參差不齊、教師隊(duì)伍整體素質(zhì)不高、教育監(jiān)督體系不完善等,“入園難”“入園貴”“入好園更難”“入好園更貴”成為了很多地方發(fā)展學(xué)前教育面臨的現(xiàn)實(shí)問題。如何發(fā)展好學(xué)前教育成為時(shí)代與社會(huì)關(guān)注的焦點(diǎn)問題,逐漸普及學(xué)前教育成為全社會(huì)上下的共識(shí)和一個(gè)美麗的中國夢(mèng)。本文從政府購買公共服務(wù)的視角,以筆者所處的濰坊市為研究樣本,依據(jù)山東省政府提出的發(fā)展公益性和普惠性的學(xué)前教育目標(biāo),結(jié)合自2011年以來濰坊市先后制定的兩期學(xué)前教育三年行動(dòng)計(jì)劃,同時(shí)以國內(nèi)外各地出臺(tái)的相關(guān)政策文件與實(shí)踐為借鑒,采用文獻(xiàn)法、訪談法、問卷調(diào)查法等研究方法,著重從學(xué)前教育的供給與需求角度出發(fā),在比較系統(tǒng)的、全面的、準(zhǔn)確的對(duì)與政府購買學(xué)前教育服務(wù)有關(guān)核心概念和理論基礎(chǔ)進(jìn)行把握的基礎(chǔ)上,全面了解目前的學(xué)前教育服務(wù)現(xiàn)狀,并能分析出當(dāng)前濰坊市學(xué)前教育發(fā)展存在的障礙、問題和難點(diǎn),并據(jù)此對(duì)濰坊市政府購買學(xué)前教育服務(wù)的可行性和必要性進(jìn)行論證,從而有針對(duì)性地提出一些可用的購買形式上的建議。希望能夠?yàn)檎趯W(xué)前教育服務(wù)的政策制定和完善上建言獻(xiàn)策,貢獻(xiàn)自己的一份力量。
[Abstract]:In 2010, the concept of "government purchase of educational services" was first introduced into the State Council's "opinions on the Development of Preschool Education", which aroused social concern. The preschool education stage, as the starting point of children's education, plays a vital role in the growth of children. Since the reform and opening up. Preschool education is becoming more and more popular, but compared with other higher education, secondary vocational education and primary education in the national education system, it is still a relatively weak link. In the process of development, there are many problems, such as insufficient supply of high-quality pre-school education resources, unbalanced development in urban and rural areas, uneven quality of education, poor overall quality of teachers, imperfect educational supervision system and so on. How to develop preschool education has become a real problem in many places. How to develop preschool education has become the focus of attention of the times and society. Gradually popularizing preschool education has become the consensus of the whole society and a beautiful Chinese Dream. This article from the perspective of the government purchase of public services, the author of Weifang City as a research sample. According to the development of public welfare and inclusive preschool education goals proposed by the Shandong Provincial Government, combined with the Weifang City since 2011 has drawn up two three years of preschool education action plan. At the same time, with the relevant policy documents and practices from all over the world for reference, the use of literature, interviews, questionnaires and other research methods, focusing on the supply and demand of preschool education perspective, in a more systematic. Comprehensive and accurate with the government to buy pre-school education services related to the core concepts and theoretical basis on the basis of a comprehensive understanding of the current status of pre-school education services. And can analyze the current Weifang preschool education development obstacles, problems and difficulties, and on the basis of Weifang city government purchase of pre-school education services feasibility and necessity to demonstrate. It is hoped that it can provide advice for the government to formulate and perfect the policy of preschool education service and contribute its own strength.
