【摘要】：自改革開(kāi)放以來(lái) ,我國(guó)在增加教育經(jīng)費(fèi)支出和改進(jìn)經(jīng)費(fèi)管理方面 ,均取得了前所未有的巨大成就 ,但同時(shí) ,還必須清醒地看到存在的困難和矛盾。窮國(guó)辦大教育是中國(guó)的現(xiàn)實(shí) ,教育經(jīng)費(fèi)短缺是制約中國(guó)教育發(fā)展的重要因素 ,而政府投入不足則是我國(guó)教育經(jīng)費(fèi)短缺的根本原因。從國(guó)家財(cái)政收入在國(guó)民收入構(gòu)成中的地位來(lái)看 ,政府應(yīng)當(dāng)充分發(fā)揮國(guó)家教育投資主渠道的作用 ,以彌補(bǔ)家庭和社會(huì)對(duì)教育投資的不足 ,保證整個(gè)教育的正常發(fā)展。資金保障是加快教育發(fā)展步伐的基礎(chǔ) ,沒(méi)有足夠的資金 ,實(shí)現(xiàn)教育事業(yè)的跨越式發(fā)展就無(wú)從談起
[Abstract]:Since the reform and opening to the outside world, China has made unprecedented achievements in increasing the expenditure on education and improving the management of funds, but at the same time, it is also necessary to see clearly the difficulties and contradictions that exist. Education in poor countries is a reality in China, the shortage of educational funds is an important factor restricting the development of education in China, and the lack of government investment is the fundamental reason for the shortage of educational funds in China. From the point of view of the position of national financial income in the composition of national income, the government should give full play to the role of the main channel of national education investment, in order to make up for the deficiency of family and society in education investment and ensure the normal development of the whole education. Fund guarantee is the foundation of speeding up the development of education. Without sufficient funds, there is no way to realize the leapfrog development of education.
