【摘要】：十八大報(bào)告指出，，“三農(nóng)”問題是我黨工作的重中之重�！叭r(nóng)”問題的關(guān)鍵是農(nóng)民問題，而農(nóng)民問題最突出的就是農(nóng)民增收困難。山西是一個(gè)欠發(fā)達(dá)的內(nèi)陸省份，農(nóng)民問題尤為突出，表現(xiàn)為農(nóng)村經(jīng)濟(jì)發(fā)展水平低，農(nóng)民人均純收入在中部六省中最低。究其原因，與農(nóng)村教育人力資本投資密切相關(guān)，本文試圖通過研究山西省農(nóng)村教育人力資本投資的現(xiàn)狀和問題，剖析產(chǎn)生問題的原因，并提出相應(yīng)的政策建議。 全文在借鑒前人的相關(guān)理論研究成果和實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上，以人力資本理論，尤其是教育人力資本理論為指導(dǎo)，以山西省農(nóng)村教育人力資本投資為主要研究對象，通過分析山西省農(nóng)村教育人力資本投資總體的狀況與問題、山西省農(nóng)村教育人力資本投資構(gòu)成的現(xiàn)狀與問題、山西省人均受教育年限現(xiàn)狀與問題來研究山西省農(nóng)村教育人力資本投資的現(xiàn)狀與問題。從經(jīng)費(fèi)支出、管理體制、教育宣傳三個(gè)方面剖析了山西省教育人力資本投資存在問題的原因。在透視國外農(nóng)村教育投資的基礎(chǔ)上，提出了改善山西省農(nóng)村教育人力資本投資問題的對策建議：加大政府教育經(jīng)費(fèi)支出，提高教育人力資本投資利用效率；建立完善的籌資機(jī)制，拓寬教育人力資本投資渠道；營造良好的投資氛圍，轉(zhuǎn)變教育人力資本投資觀念。
[Abstract]:The report of the 18th National Congress pointed out that the issue of agriculture, rural areas and farmers is the top priority of our party's work. The key to the problem of agriculture, countryside and farmers is the problem of farmers, and the most prominent problem of farmers is the difficulty of increasing farmers' income. Shanxi is an underdeveloped inland province, the problem of farmers is especially prominent, which shows that the level of rural economic development is low, and the per capita net income of farmers is the lowest in the six central provinces. The reason is closely related to the investment of rural educational human capital. This paper attempts to analyze the causes of the problems by studying the present situation and problems of rural educational human capital investment in Shanxi Province, and puts forward corresponding policy recommendations. On the basis of the previous relevant theoretical research results and practical experience, this paper takes the theory of human capital, especially the theory of educational human capital as the guidance, and takes the investment of rural educational human capital of Shanxi Province as the main research object. Based on the analysis of the overall situation and problems of rural educational human capital investment in Shanxi Province, the present situation and problems of the composition of rural educational human capital investment in Shanxi Province are analyzed. This paper studies the present situation and problems of human capital investment in rural education in Shanxi Province. This paper analyzes the causes of the problems in the investment of educational human capital in Shanxi Province from the aspects of expenditure, management system and education propaganda. Based on the perspective of foreign rural education investment, the paper puts forward the countermeasures and suggestions to improve the investment of rural education human capital in Shanxi Province: to increase the expenditure of government education funds and to improve the efficiency of investment and utilization of educational human capital; We should establish a perfect financing mechanism, widen the investment channels of educational human capital, create a good investment atmosphere and change the concept of educational human capital investment.
