【摘要】：近年來(lái)經(jīng)濟(jì)水平的發(fā)展和社會(huì)實(shí)際的變化對(duì)我國(guó)政府的管理和服務(wù)職能提出了新要求。在公共服務(wù)供給上,轉(zhuǎn)變傳統(tǒng)的公共服務(wù)提供方式,探索公共服務(wù)供給主體、供給方式的多樣化,以實(shí)現(xiàn)更好的公共服務(wù)供給效果,滿足人民群眾的需求已經(jīng)成為現(xiàn)實(shí)性的趨勢(shì)。政府購(gòu)買(mǎi)公共服務(wù)以其公認(rèn)的優(yōu)點(diǎn),得到了廣泛應(yīng)用和快速發(fā)展。國(guó)家體育總局和教育部于2008年開(kāi)始采用政府購(gòu)買(mǎi)的形式開(kāi)展了全國(guó)體育傳統(tǒng)項(xiàng)目學(xué)校體育師資培訓(xùn),為體育傳統(tǒng)項(xiàng)目學(xué)校體育師資發(fā)展作出了重大貢獻(xiàn),也為新形勢(shì)下政府部門(mén)改進(jìn)公共服務(wù)提供方式、加強(qiáng)創(chuàng)新社會(huì)管理進(jìn)行了有益而成功的探索。本文從政府購(gòu)買(mǎi)公共服務(wù)的視角出發(fā),運(yùn)用文獻(xiàn)資料法、問(wèn)卷調(diào)查法、案例分析法等研究手段和方法對(duì)全國(guó)體育傳統(tǒng)項(xiàng)目學(xué)校體育師資培訓(xùn)行為進(jìn)行研究,分析全國(guó)體育傳統(tǒng)項(xiàng)目學(xué)校體育師資培訓(xùn)政府購(gòu)買(mǎi)的行為因素,即購(gòu)買(mǎi)主體、承接主體、購(gòu)買(mǎi)內(nèi)容、購(gòu)買(mǎi)方式、財(cái)務(wù)和績(jī)效管理,并以2014年全國(guó)體育傳統(tǒng)項(xiàng)目學(xué)校體育師資培訓(xùn)武漢體育學(xué)院國(guó)家集中培訓(xùn)班為實(shí)證研究對(duì)象,考察了行為實(shí)施效果。從理論和現(xiàn)實(shí)層面全面認(rèn)識(shí)全國(guó)體育傳統(tǒng)項(xiàng)目學(xué)校體育師資培訓(xùn)政府購(gòu)買(mǎi)行為,為體育傳統(tǒng)項(xiàng)目學(xué)校體育師資培訓(xùn)工作的長(zhǎng)期開(kāi)展提供有益啟示,也為政府體育職能部門(mén)和其他政府部門(mén)探索改進(jìn)公共服務(wù)提供方式提供可行性的參考。
[Abstract]:In recent years, the development of economic level and the changes of social reality have put forward new requirements for the management and service functions of our government. In the aspect of public service supply, we should change the traditional way of providing public service, explore the diversification of the main body and mode of public service supply, in order to realize better public service supply effect. Meeting the needs of the masses has become a realistic trend. Government purchase of public services with its recognized advantages, has been widely used and rapid development. In 2008, the State General Administration of Sports and the Ministry of Education began to carry out the training of sports teachers in schools of traditional sports events in China in the form of government purchases, which has made a significant contribution to the development of sports teachers in schools of traditional sports events. It also makes a beneficial and successful exploration for the government to improve the way of providing public service and to strengthen the innovation of social management under the new situation. From the perspective of government purchase of public services, this paper studies the training behavior of PE teachers in traditional sports schools in China by means of literature, questionnaire, case analysis, and so on. This paper analyzes the behavioral factors of government purchase in the training of physical education teachers in traditional sports schools in China, that is, purchasing subject, undertaking subject, purchasing content, purchasing method, financial affairs and performance management. Taking the national intensive training course of Wuhan Institute of physical Education in 2014 as the empirical research object, the effect of behavior implementation was investigated. From the view of theory and reality, the government purchase behavior of national sports traditional sports school physical education teacher training is fully understood, which provides beneficial enlightenment for the long-term development of physical education teacher training work in traditional sports events school. It also provides a feasible reference for government sports departments and other government departments to explore ways to improve public service delivery.
